M I N U T E S COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE TUESDAY, SEPTEMBER 8, 1998 2:00 P.M.
PRESENT: Chair: Ryan. Members: Kaplowitz, Mosiello, Swanson, and Wishnie. Staff: Hoch, Vita. Guest: Bob Broderick (County Assoc. of Fire Districts). Mr. Ryan called the meeting to order at 2:25 p.m. On the motion of Legislator Swanson, seconded by Legislator Mosiello, the minutes of July 20th were approved by a vote of 5-0. On the motion of Legislator Wishnie, seconded by Legislator Swanson, the minutes of August 3rd, 10th, and 24th were approved by a vote of 5-0. With regard to the County Executives "60 Control Task Force," Mr. Ryan mentioned that Mrs. Swanson and Mr. Wishnie were named as members, thus ensuring that the major issues will be raised and the various points of view from within the fire service on "60 Control" matters will be fairly considered. Mrs. Swanson provided the members with information about the strobe light problem on the Countys tower in Valhalla. She explained that a number of constituents had complained to her recently about the brightness of the strobe lights at night. Mrs. Swanson contacted the Countys Office of Emergency Preparedness and was told by Mr. Liam Murphy that the tower lost power during a severe power-out at the Grasslands Reservation. Con Edison sent a generator to the reservation until power was restored but the event apparently affected the sensor that controls around the clock the brightness of the strobe lights. The problem was corrected within 24 hours. The FAA was satisfied with the corrective action taken. Mrs. Swanson thanked Mr. Murphy for his quick response to the problem. Mr. Wishnie inquired about the expense incurred. Mrs. Swanson was not sure if all expenses come out of the Budget. MINUTES COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE TUESDAY, SEPTEMBER 8, 1998 PAGE 2_____________________________________________________ For the Committees information, Program Specialist Robert Hoch had an opportunity to attend a presentation made to the Administration by Intergraph Public Safety, a vendor or a computer-aided dispatch system. Mr. Hoch mentioned that the demonstration was impressive, as was Intergraphs present client list. Mr. Ryan stated that since his call, back in June, for the County to scrap the failed CAD system and to purchase a new, proven system and to have it up and running by the end of the year, the Administration has been meeting with prospective CAD vendors. He said we have every reason to believe that a reliable system with a proven track record can be purchased for use in Westchester County. Noting that the Committee is considering September 28 as the date for an evening meeting in northern Westchester, and on that agenda will be a discussion with north-County ambulance and EMS officials, Mr. Mosiello asked if the meeting date could be changed so he could attend. Mr. Ryan said he was flexible with the date and wanted as many PSCJ Committee members as possible present for the meeting. He will contact the ambulance officers and schedule a tentative date in early October. Mr. Ryan announced that he has named Mrs. Swanson chair of the Sub-Committee on Fire Suppression and Emergency Response at Grasslands Reservation. The members briefly commented on various issues connected to fire prevention and suppression on the Reservation such as who provides what coverage throughout the week, both during the day and at night, and types of situations are handled by the County fire brigade and at what point are departments such as Valhalla and Hawthorne called in. Mrs. Swanson mentioned the lack of communication between the Valhalla F.D. and the County fire brigade. Mrs. Swanson will look into the matter of County fire brigade services being paid for by the Medical College on the reservation. Mr. Wishnie mentioned that back in April, at the time of the Committees visit to the Fire Training Center, Chief Walter Groden advised the members that the heating, ventilation and air conditioning contractor for the new classrooms project was in default. Mr. Wishnie asked if the Committee would request an update on the HVAC situation and get the revised work schedule and target completion date. Mr. Ryan noted that Commissioner Rocco Pozzi is scheduled to meet with the Committee on Monday, October 5th, at 9:00 a.m. With no further business to discuss, the meeting adjourned at 3:50 p.m. on the motion of Legislator Wishnie, seconded by Legislator Swanson. |
