D R A F T M I N U T E S COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE JANUARY 13, 1997 11 A.M.
PRESENT: Chair: Darcy. Members: Wishnie, Stewart-Cousins. Staff: Megan Perry, Department of Corrections, Emilia Vita, Secretary to the Committee.
Chairman Darcy opened the meeting at 11:00 a.m.
The minutes of October 28th, November 13th, and December 12th (joint with Budget & Appropriations) were approved and moved on the motion of Legislator Stewart-Cousins, seconded by Legislator Darcy [2-0]. (Wishnie out for vote)
Chairmen Darcy will schedule a meeting within the next month to discuss the County Attorneys opinion regarding the MERV bus (Agenda Item B-5/20/96). Mr. Everetts will be sent a copy of this opinion and will be notified of the meeting. Members will also receive another copy for review and comments.
Mr. Darcy mentioned there has been no response regarding Resolution #161-1996 (11/18/96) requesting a Task Force for Emergency Radio Communications at the Fire Training Center. If no response is received by January 27th, he will forward a letter to the County Executive asking for his comments.
Walter Groden will be scheduled to discuss Medical Dispatch Funding that was recently added to the 1997 Budget. The Chair would like to know the status of training plans and when it will be up and running.
Item A: Youth Court. Legislator LaMotte will be asked what action she would like this Committee to take in regard to this issue. Legislator Stewart-Cousins said there are several communities that have initiated this programs already.
Special Agenda Item (9/11/96): regarding police personnel reduction in the Department of Social Services. This item was received and filed on the motion of Legislator Darcy, seconded by Legislator Stewart-Cousins [2-0]. (Wishnie out for vote)
Items C and D: Proposed Acts to settle labor contracts for the Department of Corrections Superior Officers and Correction Officer Benevolent Association. These items were received and filed on the motion of Legislator Stewart-Cousins, seconded by Legislator Darcy [Wishnie out for vote]

The Chair suggests this committee look into a program that initiates non-indigent inmates to contribute costs of their incarceration, recently initiated by Nassau County. Commissioner Stancari or Bob Maccarone will be schedule to discuss.
Also to be reviewed by this Committee is a recent survey regarding electronic confinement submitted by Legislator Wishnie. Commissioner Pozzi will be scheduled to discuss this issue.
Chairman Darcy noted that the Committee will resume its meetings on Monday, at 11:00 a.m. unless otherwise notified.
The next meeting will be held on Wednesday, January 22nd, at 11:00 a.m. due to Martin Luther King observance.
With no other business to discuss, the meeting adjourned on the motion of Legislator Stewart-Cousins, seconded by Legislator Wishnie [3-0]. |
