Chairman Darcy opened the meeting at 11:30 a.m. Mr. Darcy said the draft resolution regarding the EMSA Contracts contained information that was not accurate and will hold the resolution over until the members of this committee review the correct information.
Item A: Proposed Act authorizing the County to enter into an IMA with the Valhalla Fire District to continue fire safety procedures at the Medical Center. Chairman Darcy explained that this is a routine IMA for the Valhalla Fire District to provide fire services to the Westchester County Medical Center. The Act passed [3-0] on the motion of Legislator Wishnie, seconded by Legislator Mosiello.
Ice and Snow Removal for Motor Vehicles: Legislator Mosiello explained the that the State of New Jerseys statue on careless driving. He said a motorist can be found guilty of careless driving if accumulated ice or snow is dislodged from the vehicle. If the snow or ice strikes another vehicle or pedestrian whereas it may cause injury or property damage, the offense is punishable by a fine. The fine is not less than $50 or not more than $200, imprisonment not to exceed a 15 day period, or both. Additionally, points are added to the drivers license. Legislator Mosiello would like this Act to amend the Motor Vehicle and Traffic Law, keeping in mind the best interest of public safety for the residents of Westchester. He said the only set back that the law must be amended State-wide and asked for suggestions how the Committee on Public Safety can appropriately consider this issue.

Legislator Darcy suggested that the Committee forward a letter to the State delegates and check if there is any supportive action and, if not, the Board can prepare a resolution in support of this legislation. Legislator Wishnie made a suggestion for Mr. Mosiello to contact Deputy Commissioner Bob Maccarone and ask for the number of incidents that attribute to this situation. He also suggested that the Boards counsel Aldo Vitagliano, check in Albany if there is any pending State legislation, and if so, the Board of Legislators can support.
The minutes of August 18, 1997, were approved as amended, by Legislator Wishnie, seconded by Legislator Mosiello, all in favor, none opposed, motion carried 3-0.
On the motion of Legislator Darcy, seconded by Legislator Wishnie, the meeting adjourned at 11:50 p.m. |
