The meeting was called to order at 12:40 p.m.
BOND ACTS:
BLA01
BLA01 is a proposed bond act authorizing the issuance of $200,000 in bonds – Playland Acquisition/Westchester Legacy Program.
This is finance the preparation of a comprehensive master plan for the 37 acre parcel (formerly the Unification Church property) currently owned by the County located in the Village of Tarrytown between the Lyndhurst and Sunnyside National Historic Landmark sites under the Westchester Legacy Program for preservation of open space, protection of natural and cultural resources and protection of the environment.
This bond act was originally signed out by the Committees on Budget & Appropriations and Parks & Recreation on July 8, 2002. At the August 5, 2002 Board meeting it was recommitted to both committees.
Legislator Pinto made a motion to sign out Bond Act BLA01 and it was seconded by Legislator Alvarado. The vote was 4-0 with Legislator Mosiello signing “without prejudice”.
RCP7E
RCP7E is a proposed bond act authorizing the issuance of $1,000,000 in bonds – Croton Point Ballfields II.
This will fund the reconstruction of one existing multi-purpose baseball/soccer field and one existing soccer field. The project involves clearing and grubbing and removal of existing site structures such as a chain link fence, water fountain, goal posts and other features. It also includes earthwork and grading, and installation and construction of lighting, irrigation, paved pathways, benches, bleachers, water fountains,

backstops and goals, plantings, lawn and associated site work. An all-weather artificial turf will be installed on the existing soccer field.
Legislator Pinto made a motion to sign out Bond Act RCP7E and it was seconded by Legislator Spreckman. The vote was 4-0 with Legislator Mosiello signing “without prejudice”.
BLAO1
BLAO1 is a proposed bond act authorizing the issuance of $900,000 in bonds – design, subsurface investigation, archeological studies and environmental audits of ballfields at various County parks.
This project will fund the design, subsurface investigation, archeological studies and environmental audits of ballfields at various County parks, including, but not limited to Tibbetts Brook Park, Saxon Woods Park and the Bronx River Reservation. Work will include design of new and rehabilitation of existing softball fields and soccer fields, lighting and all-weather surfacing at select locations in various County parks.
Legislator Alvarado made a motion to sign out Bond Act BLAO1 and it was seconded by Legislator Spreckman. The vote was 4-0 with Legislator Mosiello signing “without prejudice”.
RGC10
RGC10 is a proposed bond act authorizing the issuance of $1,000,000 in bonds – Golf Course Tee and Course Rehabilitation.
This project involves the reconstruction of all the tees and some of the greens at the Dunwoodie Golf Course. It includes tree removals, drainage work, irrigation work, and construction of new cart paths adjacent to the tees and along the fairways, resurfacing and widening existing paths, tree plantings, fencing and safety improvements.
Legislator Spreckman made a motion to sign out Bond Act BLAO1 and it was seconded by Legislator Alvarado. The vote was 4-0 with Legislator Mosiello signing “without prejudice”.
