The joint meeting was called to order at 1:10 p.m.
PARKS Item # 22/PW Item # 27
The purpose of today’s meeting is to discuss a proposed Act authorizing
the County to amend its 2002 Capital Budget with regards to Glen Island Bridge Repair. This item was referred to the Committees on Budget & Appropriations, Public Works and Parks & Recreation. Legislator Wishnie indicated that B&A would discuss this item subsequent to this meeting.
John Hsu, Deputy Commissioner (DPW), briefed the Committee on the Glen Island Bascule Bridge (GIBB) Repair Project’s history.
The GIBB is the drawbridge that provides access to the County’s Glen Island Park from the mainland of New Rochelle. PRC is required to operate this bridge on demand by the Coast Guard to ensure boat access underneath or through the channel.
In 1996, a study was done by a consultant to produce an analysis of the Bridge’s condition and to make recommendations as to how the County should structure its capital program to upgrade this bridge. In 1997, the BOL authorized the County to issue bonds in the amount of $6,500,000 which funded the removal and installation of a new bridge electrical system, a new bascule mechanical system, lighting and gate improvement, painting and bridge house repairs. This rehabilitation work uncovered additional deterioration that was not previously visible when removal operations begun. Therefore, additional funding is requested to fund the complete reconstruction of the Bridge which will include repair/replacement of roof

slab of the concrete vault adjacent to the pavilion, the deck of the flanking span and stone concrete piers and structural steel members at the south end of the bridge which were all found to be in extremely bad condition. Furthermore, the trunnion bearings were found to have severe deterioration and posed the danger of seizing.
The Members held a lengthy discussion regarding the above details. Mr. Hsu will provide the members with pertinent excerpts from a report he had referred to during this meeting.
For PW - Legislator Wishnie made a motion to approve the Act authorizing the County to amend its 2002 Capital Budget as well as one related Bond Act, both in the amount of $2,000,000 for the Glen Island Bridge Repair Capital Project and was seconded by Legislator Ryan. The vote was 4-0.
For PARKS – Legislator Pinto made the motion, seconded by Legislator Spreckman. The vote was 5-0.
PARKS MINUTES
Legislator Alvarado made a motion to approve the minutes of May 6 and June 3, 2002 and was seconded by Legislator Spreckman. The vote was 5-0.
The Parks Committee adjourned at 1:40 p.m.
PW BUSINESS
Item # 22 – Sewer District Modification
Item # 22 is a Resolution passed by the City of New Rochelle requesting
the exemption of certain properties from the County Sewer Tax.
Legislator Pinto made the motion to approve and forward Item #22 to the
County Executive and other appropriate departments for further review and
it was seconded by Legislator Wishnie. The vote was 4-0.
MINUTES
Legislator Wishnie made a motion to approve the minutes of July 30 and August 6, 2002 and was seconded by Legislator Bronz. The vote was 4-0.
