DISCUSSION:

 

Chair Pinto called the meeting to order at 3:05 p.m., with a quorum.  The discussion began with the horse trail (stables), just off of Mill Road in Eastchester.  Dave DeLucia noted that a significant amount of debris has accumulated along the dam, (near the Hutchinson River Parkway) and there has been question as to who is responsible for the clean up in that area, NYS/DOT or the WC/Parks Department.  He added that in a previous agreement with NYS/DOT, the Department of Parks is responsible for operation and maintenance along the equestrian trail, but does not specify the reservation area of the parkway.

 

Over the years, there has been a major leak in a valve at the dam, near the ramp that leads off the trail.  A cut-out valve was installed, but the problem of the pipeline still needs to be addressed.  It was suggested that correspondence be forward to United Water of New Rochelle (as a result of this meeting) requesting that they address this issue.  Upon soliciting funds to restore dam, it was learned that the dam (only) is privately owned by a Shell Corporation.  Another long-time existing problem has been passengers riding along the parkway, throwing cans/bottles and other debris at the horses along the trail.  For this reason, the equestrian trail should be moved away from the parkway (at

least 10-12 feet), then possibly placing trees or shrubs along the old trail.  Chair Pinto emphasized that the responsibility of maintenance and upkeep needs to be addressed and clearly defined.

 

With no further business to discuss, on the motion of Legislator Latimer, seconded by Legislator Ryan, the meeting adjourned at 4:06 p.m.
