SPECIAL COMMITTEE ON
PARKS AND RECREATION
Monday, March 20, 2000

Chair called the meeting to order at 4:40 p.m., with a continuation of last weeks discussion of Merritt Hill. Jack Robbins noted that the entrance where Dr. Funicello prefers to display his landmark sign is on the front side of Lake Street, which conflicts with moving traffic and added that the most suitable location is in the off-road parking lot area, off of Lake Street at the parking lot entrance to the park. Legislator Ryan mentioned that if any sign is placed on Lake Street, the sign should just note the name of the landmark. Dr. Funicello will be contacted to participate in the next Parks meeting, in order to summarize the details of this issue.
The proposed boat launch ramp at Playland Park was discussed next. Dave DeLucia stated that the launch was introduced into the Capital Budget program about three years ago, as a request for a full study. Mr. DeLucia noted that there are a few considerations to look into, such as the shoreline near the nature center and sanctuary. It was noted that Playland currently has a Kayak launch (for very small crafts). Legislator Latimer noted that the Kayak sign is spelled wrong and the water level and conditions at low tide should also be taken into consideration when planning.

Chair Pinto suggested that the Boat Launch Capital Project study be accelerated. Commissioner DeSantis suggested that a letter be drafted recommending that a completed study be conducted for the next budget cycle. The Commissioner also commented on the low tide condition and questioned whether the federal government would be willing to dredge the area for the proposed launch.
Chair also discussed the Hudson Hills Golf Course with Commissioner DeSantis in regard to the Bond issue, and its time limit. Commissioner noted that the question should be addressed to Larry Schwartz.
Next, the Act authorizing the establishment of an endangered species list was discussed. After a brief review and discussion, the Act was accepted on the motion of Legislator Latimer, seconded by Legislator Spreckman, and carried with a vote of 4-0.
Chair Pinto mentioned that he, Commissioner DeSantis and Mr. DeLucia, previously met on a Town of Eastchester issue regarding an old pump station on California Road. Chair noted that the old station is adjacent to Twin Lakes, and that the Commissioner should advise the Town Officials that they have permission to remove (tanks, pumps and station) from the site.
A letter from Phil Wonderman a Yonkers resident, regarding the AIDS memorial in Lasdon Park, was written to Legislator Stewart-Cousins and the Legislation Committee, noting that the site was not suitable. The matter has been properly addressed by Commissioner DeSantis, in a recent meeting with members of the Veterans Service Committee, the AIDS Memorial Committee and members of Friends of Lasdon Park. County Executive Spano and the Parks Department have issued a notice of intent for the Committee to build a new memorial museum on the site. Chair Pinto will inform Mr. Wonderman of the discussion and outcome.

Regarding agenda item #2, Long distance swimming on Long Island Sound, Legislator Latimer emphasized that he would like to hold an evening meeting (in New Rochelle), allowing the area residents to discuss this matter. Chair Pinto suggested that the Committee meet with the appropriated community contacts before holding the public meeting, to clarify the State and Countys position on this issue.
With no further business to discuss, the meeting adjourned at 5:45 p.m. The next scheduled meeting is April 10th, at 3:00 p.m.
