SPECIAL COMMITTEE ON

PARKS AND RECREATION

Monday, February 28, 2000

PRESENT:  Chair:  Absent.  Members:  B. Ryan,  B. Spreckman.

Legislator Ryan called the meeting to order at 3:35 p.m., with a quorum present.  He stated that the Chair, Legislator Pinto is absent today due to illness.  Mr. Ryan reported that Chair Pinto asked the Committee members to review and make comments on the agenda item regarding “Committee Blueprints”.

 

Upon reviewing the “Committee Blueprints”, Legislator Ryan reiterated that the Committee’s “Mission” is to review all public policies that affect the operation of County Park facilities, the specific services provided and to recommend legislation and funding priorities to benefit the Westchester residents who utilize the facilities.  He mentioned that the item regarding “Operation and Capital Budget Priorities”, usually occurs for presentation during the budget process in the fall.  Legislator Ryan suggested that the Committee discuss prioritizing “Possible Outputs”.

 

Legislator Spreckman expressed her concern regarding Capital Projects funded for and asked if a periodic update could be provided to the Committee.  Both Legislators Ryan and Spreckman were pleased with the “Target Date” schedule of the Blueprint and the proposed Committee meetings to be held in local communities, thus affording a better opportunity for local residents to attend.  Legislator Ryan suggested that the draft be further reviewed and modification be made for a final product to be presented to the Board.

Legislator Spreckman requested that the Administration meet with the Committee to discuss the agenda item (#3) regarding Hudson Hills Golf Course.  Legislator Ryan suggested to contact Bill Randolph to set up a meeting for an update on this project.

 

In regard to agenda item #8, which is a constituent’s correspondence regarding Merritt Hill Park, a revolutionary landmark in the Town of Harrison, Legislator Ryan suggested that Rob Hoch request the needed documents (proposed gift) from Dr. Alex Funicello, and the actual Revolutionary War status of the Park.

 

A request was also suggested to have Commissioners Landi and DeSantis address the issue of boating and water access at Playland, and the possibility of an additional launch point to the Long Island Sound.

 

The minutes of February 7th were reviewed and moved on the motion of Legislator Ryan, seconded by Legislator Spreckman.  The next scheduled meeting has been set for Monday, March 13th at 3:00 p.m.

 

With no further business to discuss, the meeting adjourned at 3:55 p.m.
