Chair Swanson called the meeting to order at 4:05.
Community Services Board
Dennis Whetsel has attended two meetings and he did sign the oath book. He is Community Service Director at Westchester Consumer Empowerment Center, which is an organization that is run by individuals with experience in diagnosing mental disabilities and are funded by the Department of Mental Health. Some services they provide are advocacy, entitlements, community support for individuals with mental disabilities. He’s been in this position for six years with various titles.
Resolution worded wrong, can’t put in certified social worker. There was also a discrepancy with the expiration date. It should be Dec. 31, 2003. The charter states you can only serve two four year terms and if they do 2003, he hasn’t served the four years. Mrs. Swanson suggested to make an executive decision and put his term to 2003, put him in consumer representative seat to replace Liz Dixon.
On motion by Mr. Pinto, seconded by Mr. Ryan, Mr. Whetsel is appointed to Community Services Board. Vote 6-0.
Youth Board
Regarding the Youth Board, Mrs. Swanson had this discussion with Jo Mary, in the charter it says that 15 members shall also be residents of one of these municipalities. There is no one on the list that is serving in the capacity as a Yonkers resident on the Youth Board. Mrs. Swanson thinks another decision be made, that Mr. Richard Steinberg be put on the list as an Ossining representative. Resolution had to be changed to read “Ossining resident”. Mr. F. Richard Steinberg is a trauma therapist. He has attended Youth Board meetings and signed an oath. He has met with some of the young students who invited him to participate in their demonstration of gun control. Mr. Ryan asked what some of the objectives of the board would be. Mr. Steinberg said they are to review responses from agencies that are asking for money for the programs they are being funded for. Mr. Ryan noted he has a very impressive resume.
Mrs. Swanson noted for the Youth Board they need residents from the following municipalities: Mt. Vernon, New Rochelle, Peekskill, White Plains and Yonkers, Greenburgh, Village of Elmsford, No. Tarrytown, Ossining, Port Chester and Tarrytown. They made their decision to make Mr. Steinberg and Ossining representative. That does not procured them from putting other Ossining people on that at large.
On motion by Mrs. LaMotte, seconded by Mr. Young, Mr. Steinberg is appointed to the Youth Board. Vote 6-0.
Reappointment of George Skinner and Salvatore Crescenszi, both at large members
of the Westchester Airport Advisory Board.
On motion by Mrs. Spreckman, seconded by Mr. Pinto, Mr. Skinner and Mr. Crescenzi are both appointed to the Airport Advisory Board. Vote 6-0.
Transportation Board
Thomas L. Clark was on the Planning Board for 12 years. He has attended meetings. He works for Marsh & McLennan, NYC. He was Vice President of E.G. Bowman Co., President Chief Executive Officer and Director of Carver Federal Savings Bank, Deputy Superintendent, NYS Banking Department.
On motion by Mrs. Bronz, seconded by Mr. Young, Thomas Clark is appointed toTransportation board. Vote 6-0
On motion by Mr. Pinto, seconded by Mrs. LaMotte meeting adjourned at 5:25
