COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS

MINUTES, SEPTEMBER 23, 2002  4:00 PM

Chair Swanson called the meeting to order at 4:05

 

Letter from George Oros regarding the African-American Advisory Board.  We don’t seem to have any northern members.  He is going to give Mrs. Swanson two names.  We are going to wait on that committee until they get the two names. 

 

Community Services Board

 

Alberthia Littlejohn was held up last meeting due to problem with the term of the Community Service Board.  It is supposed to be 2, 3 and four year terms.  Mrs. Swanson went over it with Cindy to see whose 2 year and who’s four year because they made them all expire in 2005.  They’re making Alberthia Littlejohn a four year term and will expire on the consumer side, Dec. 31, 2005.

 

On motion by Mr. Young, seconded by Mrs. Spreckman, Mrs. Littlejohn was appointed to the Community Services Board.

 

Lower Hudson-Long Island Resource Conservation & Development Council

 

This is brand new and come out of the Planning Dept.  Mrs. LaMotte said it has been around for about one year.  Annie Farrell is the first appointment that we received on this.  Mrs. Swanson said there are only two, an alternate and an appointment.  Annie Farrell is the alternate.  There are no terms on this committee.  Mrs. Swanson is going to confirm this alternate because the member hasn’t come down yet.

 

On motion by Mrs. LaMotte, seconded by Mr. Pinto, Annie Farrell was appointed to the Lower Hudson-Long Island Resource Conservation and Development Council.  Vote

 

Mrs. Swanson said an existing vacancy exists on the membership of the Westchester County Airport Advisory Board, due to the expiration of the term of Robert F. Gilbert.

 

Reappointments for Community Services Board.  Mrs. Swanson read on the letter for James Holland that it appears that the date is wrong.  We are going to change the date on the letter to 2005, because Mrs. Swanson went through the Community Services Board and set out the terms. 

 

On motion by Mr. Pinto, seconded by Mr. Young, Mr. Holland was reappointed to the Community Services Board.  Vote 5-0.

 

The discussion with Cindy was the changing of these letters because if it’s a reappointment, you don’t need a vacancy exists.  Grant Mitchell is replacing himself.  In the future they will have different letters sent.  He is licensed physician and his term will be two years.  Mrs. Swanson checked with the law on these terms.  Grant Mitchell is the only M.D. available wanting to do this committee.  Mrs. LaMotte may have the name of someone.  All the legislators suggested they meet with Cindy to go over all the dates.   

 

On motion by Mr. Ryan, seconded by Mr. Young, Mr. Mitchell is reappointed to Community Services Board.

 

Airport Advisory Board

 

Robert F. Gilbert’s term expires Dec. 31, 2004.  His term is correct and he has attended his meetings and taken his oath.

 

On motion by Mr. Young, seconded by Mr. Pinto, Mr. Gilbert is reappointed to the Airport Advisory Board.

 

Next COD meeting will be October 7, 2002.
