COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS

MONDAY, OCTOBER 15, 2001

4:00 P.M.

 

 

PRESENT:  Chair:  LaMotte.  Members:  Oros, Pinto, Spreckman, Stewart-Cousins, Swanson and Young.  Staff:  Schecter, Vita.

 

ALSO PRESENT:  Bill Randolph, CE Liaison; David Burton, CE Intern.

 

The second session of the Committee was called to order at 4:07 p.m.

 

APPOINTMENTS:

REFUSE DISPOSAL DISTRICT #1 ADVISORY BOARD

Peter Liguori:  Is a resident of Croton-on-Hudson and has been appointed by the County Executive to serve as the Town Representative member of the Advisory Board for a term to expire December 31, 2002.  Mr. Liguori has worked with his father in the recycling industry for 20 years, which recycles construction and demolition waste, scrap metal and waste paper since its inception.  The company has hauled municipal solid waste and is a licensed hauler in Westchester.  He served as a machine operator to shop supervisor and is currently the Vice President.

 

Mrs. LaMotte mentioned her concerns about the proper pick up of trash in her district.  Mr. Liguori said the residents should contact the Solid Waste Department (Jim Hogan).  He has been attending meetings since his father was a member and finds the Board oversees a percentage of the County’s recycling business and the ashfill, but feels the Advisory Board could do more to benefit the County.

 

All members were impressed with Mr. Liguori’s extensive background and experience and thanked him for his services.

 

On the motion of Legislator Oros, seconded by Legislator Stewart-Cousins, the appointment of Mr. Liguori was approved by a 7-0 vote.

HISPANIC ADVISORY BOARD

Irma Davis:  Is a resident of Mount Vernon for 35 years and has been appointed a member for a term to expire December 31, 2002.  Ms. Davis has spent 30 years involved in the Hispanic community of New Rochelle and a coordinator of social-cultural activities for the Mexican community as well.  She is employed with the HOPE Community Services in New Rochelle as an Outreach Worker since 1995.  She has assisted Spanish-speaking immigrants in New Rochelle with an array of social services and needs such as: alcohol/substance abuse, child support, citizenship, counseling, court, domestic violence, educational advocacy, employment, ESL, housing, immigration, legal referrals, medical, unemployment and social security benefits.

 

Mrs. Stewart-Cousins asked the progress of outreach in the Spanish communities.  Ms. Davis said there have been several outreach meetings in the Cities of Mount Vernon, New Rochelle and Yonkers, which have looked carefully at the concerns within the Hispanic community.  She also mentioned that she would be attending the summit that is to be held Tuesday, October 16th.

 

The Committee thanked Ms. Davis for her extensive services and background.

 

On the motion of Legislator Young, seconded by Legislator Pinto, the appointment of Ms. Davis was approved by a 7-0 vote.

 

Edmy Garcia  Is a resident of Millwood and has been appointed as a member for a term to expire on December 31, 2002.  She is a graduate of Columbia University and is employed as a Senior Psychiatric Social Worker (Bilingual) with the Westchester County Department of Mental Health.  Since her three children are in college, she has been more involved with working to improve and educate the Hispanic Community.  In July, Ms. Garcia began working with the “S.H.A.C.H” Program, (Single Homeless Housing for adults and children), who provides shelter for both men and women, whereas the Airport only accepts men.

 

The Committee members were impressed with Ms. Garcia’s experience and background and thanked her for her services to the County.

On the motion of Legislator Pinto, seconded by Legislator Stewart-Cousins, the appointment was approved by a 7-0 vote.

 

MINUTES:

On the motion of Legislator Pinto, seconded by Legislator Oros, the minutes of September 10, 2001, were moved and approved by a 7-0 vote.

 

On the motion of Legislator Pinto, seconded by Legislator Stewart-Cousins, the minutes of October 1, 2001, were moved and approved by a 7-0 vote.

 

AGENDA ITEMS

Item 1D:  Designation of Deputies in the Department of Health.  Received and Filed by 7-0 vote.  Motion carried, Pinto, second Oros.

 

Item 2D:  A memo from the County Attorney regarding appointments of two Board of Directors to the Westchester County Health Care Corporation.  Received and filed by a 7-0 vote.  Motion carried, Oros, second Swanson.

 

Item 3D:  ParaTransit Telephone Lines.  Discussed in Committee on Community Housing and received and file.  Item received and filed by a 7-0 vote.  Motion carried, Swanson, second Stewart-Cousins.

 

Item 4D:  Proposed Local Law amending Section 277.91 of Westchester County regarding the change of a quorum and term limits of members on the Professional Prequalification Board.  Discussed in the Legislation Committee, COD will continue further discussion.

 

Item 5D:  Proposed Act proving certain salary and benefits protection for employees called to active military duty.  PENDING 10/15 BOL vote.
