COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS

MONDAY, SEPTEMBER 10, 2001

4:00 P.M.

 

PRESENT:   Chair:  LaMotte.  Members:  Oros, Pinto, Spreckman, Stewart Cousins, Swanson, and Young.  Staff:  Bill Randolph, CE Liaison, Emilia Vita, Secretary.

 

Legislator LaMotte called the meeting to order at 4:05 p.m.

 

Mrs. LaMotte announced that the next meeting scheduled for September 17th will be held from 3:30 to 4 p.m. in observance of Rosh Hashanah.  The Committee will not meet Monday September 24th due to the NYSAC Fall Conference.  The next meeting will resume on Monday, October 1st at 4 p.m.  All members were in agreement.

 

COMMISSIONER/RE-APPOINTMENT:

Executive Director, Tax Commission:  Due to the time sensitive nature of this reappointment, Mr. David B. Jackson, was approved as Executive Director of the Westchester County Tax Commission for a new 6-year term commencing on October 1, 2001 and expiring on September 30, 2007.

 

A 6-0 vote, with Legislator Oros voting “Without Prejudice” and Legislator Swanson out for the vote, approved this re-appointment.

 

 

SOIL & WATER CONSERVATION BOARD

R. Phyllis Wittner:   Is a resident of Larchmont and has been appointed as the one-year term of municipal representative of the Soil and Water Conservation Board for a term to expire December 31, 2001.  She fills the unexpired term of Nancy Jane Woolley of Pound Ridge.

 

Ms. Wittner has served on the Town of Mamaroneck Council since 1996 and has been instrumental in securing grants awarded to the Town of Mamaroneck and the Village of Larchmont for various restoration purposes in compliance with the New York State Clean Water Bond Act and the New York State Environmental Protection Fund.

Ms. Wittner is a member of the County’s Watershed Advisory Committee which recommends development of water quality management plans for land areas draining into the Sound including the Mamaroneck and SheldrakeRiver watersheds.  She is also a member of the Coastal Zone Management Commission, which is a bi-municipal advisory body whose responsibility is to safeguard and promote the local waterfront revitalization program.

 

The Committee members were impressed with Ms. Wittner’s background and experience.  Mr. Oros asked how she became involved with water issues.  Ms. Wittner said when living in Larchmont near the marshlands, she became an advocate of the marshlands expandtion into Long Island Sound, and her marketing experience also helps advocate soil and water issues and Larchmont is a good community for getting things done.

 

On the motion of Legislator Stewart-Cousins, seconded by Legislator Pinto, the appointment of Ms. Wittner was approved by a 7-0 vote.

 

REAPPOINTMENTS

Hispanic Advisory Board:  The following members have been re-appointed to the Board by a 7-0 vote:  Herbert Padilla; John Albert Rivera and Isabel E. Villar.  All have satisfactory attendance records

 

RESIGNATIONS

The following names have been received and filed by a 7-0 vote:

MINUTES

The minutes of July 30, 2001 and September 30, 2001, were moved and approved by Legislator LaMotte, seconded by Legislator Pinto.  All in favor none opposed, motion carried 7-0.

 

 

With no other business to discuss, the meeting adjourned at 4:55 p.m.
