COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS

MONDAY, AUGUST 20, 2001

4:00 P.M.

 

 

PRESENT:  Chair:  LaMotte.  Members:  Oros, Pinto, Spreckman, Stewart-Cousins, Swanson and Young.  Staff:  Schecter, Vita.

 

ALSO PRESENT:  Kay Carksy, Legislator, District 17; Richard Wishnie, Legislator, District 9.

 

Mrs. LaMotte called the meeting to order at 4:10 p.m.

 

APPOINTMENTS

AFRICAN AMERICAN ADVISORY BOARD

Evelyn Matthews:  Is a resident of Mount Vernon and has been appointed by the County Executive to serve on the Advisory Board for the term January 1, 2001 through December 31, 2002.  Ms. Matthews has a BA in Psychology, a Certificate in Mediation from the Equal Employment Opportunity Commission, where she is currently employed as a Mediator from 1977.  She also was employed as a Mediator with the United States Postal Services.  Her expertise is in diversity, conflict resolution, organizational behavior human resources and alternative dispute resolution.

 

On the motion of Legislator Young, seconded by Legislator Pinto, Ms. Matthews’s appointment to the African American Advisory Board was approved by a 7-0 vote.

 

EMS ADVISORY BOARD

Charles O’ Connor:  Is a resident of Croton-on-Hudson and has been appointed by the County Executive to serve on the EMS Advisory Board for the term January 1, 2001 through December 31, 2001.  Mr. O’Connor is a graduate of Georgetown University with an Economics and Philosophy Major, he is also an American Red Cross First Aid and CPR Instructor and a member of the EMS Council for 3 years and a member of the Croton Fire Patrol Company #1 since 1993.  He also holds a NYS Certification for EMT-I.

On the motion of Legislator Pinto, seconded by Legislator Young, Mr. O’Connor’s appointment to the EMS Advisory Board is approved by a 7-0 vote.

 

 

RE-APPOINTMENTS:

Electrical Licensing Board

John Pasquerella and Mark Cucinell have been reappointed by the County Executive to serve another term on the Electrical Licensing Board.  Mr. Cucinell is reappointed as the union electrical contractor representative member and with the understanding that his attendance will not be an issue.  Mr. Pasquerella is reappointed as the non-union electrical contractor representative member.  Both will serve the term to expire on December 31, 2005.

 

On the motion of Legislator Swanson, seconded by Legislator Pinto, both reappointments to the Electrical Licensing Board are approved by a 7-0 vote.

 

CITIZEN CONSUMER ADVISORY COUNCIL

The following members have bee reappointed by the County Executive for a term to expire on December 31, 2002, by a 7-0 vote:

HEALTH CARE CORPORATION

Mark Tulis and Claudia Edwards have been recommended by the Health Care Corporation to be approved by the Board for reappointment as voting directors for a term of five years (2006).

At the request of Chairman Latimer, the County Attorney stated in a letter with the intention of re-appointing these two members as voting directors, the Board of Legislators requires the adoption of the annexed Resolution and forward a copy to the Governor for approval.

 

The Resolution states that the initial appointment as voting directors was for a term of four years, upon reappointment in accordance with Article 10-C, Section 3303(3)(a) of the New York State Public Authorities Law, all subsequent reappointments shall be for a five year term, which expires 2006.

 

On the motion of Legislator LaMotte, seconded by Legislator Swanson, the reappointment of Mark Tulis and Claudia Edwards were approved by a 7-0 vote.

 

The next COD meeting will be held on Monday, September 10, 2001 at 4 p.m.

 

 

 

With no other business to discuss, the meeting adjourned at 5:15 p.m.
