COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS

MONDAY, JULY 30, 2001

4:00 P.M.

 

 

PRESENT:  Chair:  LaMotte.  Members:  Latimer, Pinto, Swanson and Young.  Staff:  Schecter, Vita.

 

ALSO PRESENT:  Kay Carksy, Legislator, District 17; Richard Wishnie, Legislator, District 9; Marc Fenichel, CE Intern.

 

Mrs. LaMotte called the meeting to order at 4:10 p.m.

 

Mrs. LaMotte noted that Charles O’Connor was unable to attend today’s interview for the EMS Advisory Board due to family matters and will be rescheduled.

 

The minutes of the COD meeting held on July 23rd at 12:00 p.m. and 4 p.m. were approved on the motion of Legislator Pinto, seconded by Legislator Young, by a 5-0 vote.

 

REAPPOINTMENTS

Tax Commission:

Philip Mazzilli:  A resident of Tarrytown has been reappointed to the Tax Commission for a term to expire on December 31, 2005.  The Tax Commission has met twice in the past two years.  Mr. Mazzilli attended one out of two.

 

On the motion of Legislator Pinto, seconded by Legislator Swanson, the re-appointment is hereby approved by a 5-0 vote.

 

Refuse Disposal District #1 Advisory Board:

Robert Zipf, Lowell Tooley, George J. Mottarella, P.E., David L. Snyder, Esq., James W. Finch, Jr., Alfred H. Krautter, Peter W. Bonhag, Jesse D. Crell:   These members of the RDD#1 Advisory Board have been reappointed by the County Executive for a term to expire December 31, 2002.  All appointees have attended at least four out of four meetings held during the past year.  They represent the Village of Scarsdale, the Cities of Mount Vernon, Rye, White Plains, and the Town of Eastchester.

On the motion of Legislator Pinto, seconded by Legislator Young, all re-appointments are approved by a 5-0 vote.

 

APPOINTMENTS:

Professional Prequalification Board

Gary Gianfrancesco:  A resident of Elmsford, has been appointed as an Architect Representative of the Professional Pre-Qual Board for a term to expire on December 31, 2004.  He is a registered Architect and Registered Licensed Planner and has been in private practice for 14 years as the President of Arconics Incorporated in Rye Brook.  Mr. Gianfrancesco has not attended any Pre-Qual meetings this year, since a meeting was held prior to his appointment. 

 

Mr. Latimer asked what type of credentials would Mr. Gianfrancesco look for in a company bidding for a County project?  He said he would look for similar work that the company has done, the scope and the final product.  When asked how would a company benefit from a large vs. small project, he said it would depend on diversified experience of a public or private bid.

 

Mrs. Swanson asked if his firm has done business with Westchester County, Mr. Gianfrancesco replied that he has only dealt with local municipalities and Community Bock Grants.

 

Mrs. LaMotte asked what was his affiliation with the Don Bosco Center.  He was hired as a part time Grant Consultant for three years.

 

Mrs. Carsky explained that she and Mr. Wishnie have been involved with the prior Administration’s process and how to make it a neutral selection of companies.  She suggested that it is possible to have the Pre-Qual Board and the Professional Selection Board rotates its membership to serve as members of the Board in order to choose a reliable construction company.

 

Mr. Gianfrancesco understands that Pre-Qual Board reviews the long list only and is not involved in the final selection.

 

Mrs. LaMotte said he was a great asset to the Planning Federation Board and is very impressed with his extnsive background and thanked Mr. Gianfrancesco for his time.

 

On the motion of Legislator Swanson, seconded by Legislator Pinto, the appointment was approved by a 4-0 vote (Young out for vote) with a term to expire on December 31, 2004.

Legislator Latimer questioned the staggered terms, which brought on a brief discussion of the process of terms that has been ongoing problem for over two years within the Committee and the Administration.

 

In order to keep within the policy of the legislation, Mr. Latimer and the members reviewed the expiration dates of the remaining Pre-Qual Board members and made the following amendments:  John Annicelli’s term will expire on December 31, 2001; Adolph Orlando’s term will expire on December 31, 2003; Gary Gianfrancesco’s term will remain December 31, 2004.

 

John Annicelli:   Is a resident of Bedford, with a Banksville address and has been appointed as the Professional Engineer Representative of the Pre Qual Board for February 26, 2001 through December 31,2002.  His term will be amended to end December 31, 2001.  He is a licensed Professional Engineer, the current Vice President of Smith Barney; former President of the Professional Engineers Society and former County Health Department employee.  Mr. Annicelli has attended one meeting since appointed, noting there are 17 projects for review and a list of ten firms have been compiled for each project.

 

Mr. Annicelli said the most important piece of criteria that he would look for when choosing a firm would be qualified engineers, some one who knows the business, has a good record and can get the job done within a reasonable time frame.  He also mentioned that the Board only meets when there is a number of critical projects to review.

 

On the motion of Legislator Swanson, seconded by Legislator Pinto, the appointment is approved by a 4-0 vote (Young out for vote), with an amended term of December 31, 2001.

 

Adolph Orlando:   Is a resident of Pelham Manor and has been appointed as an Architect Representative for the Pre-Qual Board for a term to expire on December 31, 2004.  He is a registered Architect licensed to practice in New York and California; a professional member of the American Institute of Architects and a certified New York State Code Enforcement Officer.

 

He has attended the only meeting held this year in which the process was explained by the Deputy Commissioner of Public Works, noting that this Board only makes recommendations and the final selection comes from the Pre Selection Board.

In reply to Mrs. Carsky’s question regarding the process selection, he suggested the addition of a Pre-Qual Board member to the process as an advisor or consultant.  He felt this person would be helpful in making reasonable recommendations.  The members thanked Mr. Orlando for his service to the County as well as his expertise.

 

On the motion of Legislator Pinto, seconded by Legislator Swanson, the appointment is approved by a 4-0 vote (Young out for vote), with an amended term of December 31, 2003.

 

 

RENT GUIDELINES BOARD

On the motion of Legislator Latimer, seconded by Legislator Pinto, the recommendation of the Owner and Public Member positions to the Rent Guidelines Board are placed back on the Board agenda for the August 20th meeting.  Motion carried 4-0 (Young out for vote).

 

 

The next meeting of COD is scheduled for Monday, August 20th, at 4 p.m.

 

 

 

With no other business to discuss, the meeting adjourned at 5:20 p.m.
