COMMITTEE ON COUNTYOFFICERS & DEPARTMENTS

MONDAY, JULY 2, 2001

4:00 P.M.

 

PRESENT:  Chair:  LaMotte.  Members:  Oros, Pinto, Spreckman, Stewart-Cousins, Swanson and Young.  Staff:  Schecter

 

ALSO PRESENT:  Bill Randolph, CE Liaison

 

Mrs. LaMotte called the meeting to order at 4:20 p.m.

 

APPOINTMENTS:

E.M.S. Advisory Board:

 

David Parsons:  Is a resident of Peekskill but works in Harrison.  He has been appointed to the E.M.S. Advisory Board for the term January 1, 2001 through December 31, 2001.  He has signed the oath of office.  Legislator Swanson explained the difference between the Regional E.M.S. and the Advisory Board.  The Regional is under State jurisdiction and advises the County.  The Advisory Board advises the CountyExecutive.  David Parsons is on both.  The Advisory Board has not met yet but the Regional Board has met.  There are 30 appointed to the State Regional Board.  Mr. Parsons is a member of the Executive Board and is the Treasurer.  He retired from Readers Digest where he worked in the Customer Service Department.  He has worked on the Cortlandt and Peekskill ambulances, either chairing a committee or as part of E.M.S.  Mr. Parsons said volunteers are hard to come by for 24/7 and recruitment and retention is the biggest problem in the northern part of the state.  Legislator Oros felt it was good to have a person who is a paid professional at one end of the County and a volunteer at the other end.

 

On the motion of Legislator Oros, seconded by Legislator Swanson, the appointment was approved by a 7-0 vote.

Chris Kalish:  Is a resident of Tarrytown and has been appointed to the E.M.S. Advisory Board for the term January 1, 2001 through December 31, 2001.  He has been with Tarrytown and Sleepy Hollow Ambulance Corp. as an EMT for approximately 15 years, either driving or on the medical side.  He also is on the Board of Directors of the Tarrytown Ambulance Corp. and served on WestchesterCounty’s E.M.S. Council for either three or four terms.  He is a computer scientist and works in Stamford for General Electric.  He is an accomplished viola player, has volunteered with both the Red Cross and the United Way.  He also worked for Corporate Outreach in White Plains.  He has slowed down some as he has 4-year-old twin sons.

 

Susan Croll:  Is a resident of Tarrytown and has also been appointed for a term of January 1, 2001 to December 31, 2001.  She was a psych major and is a researcher working for Regeneron Pharmaceuticals.  She feels John Kapica is a great facilitator.

 

On the motion of Legislator Swanson, seconded by Legislator Pinto, the appointment of both Chris Kalish and Susan Croll was approved by a 7-0 vote.

 

Scott Moore:  Lives at P.O. Box 99, 18 Hall Avenue, Goldens Bridge.  This is his current address, not the one listed on his resume.  He has been appointed for a term of January 1, 2001 through December 31, 2003.  He received his EMT Certificate from WestchesterCommunity College.  He majored in Economics and worked in a bank.  He is working for Port Chester, Rye, and Rye Brook as an EMT/Paramedic.  His department is a paid department that is run by a board of volunteers.  The EMT and paramedics are paid and there are three volunteers.  He feels that there are good people on the Advisory Board.

 

On motion of Legislator LaMotte, seconded by Legislator Spreckman, the appointment was approved by a 5-0 vote.  (Swanson and Young out for the vote).

 

On the motion of Legislator Pinto, seconded by Legislator Spreckman, the meeting was adjourned at 5:03 p.m.
