On the motion of Legislator LaMotte, seconded by Legislator Oros, the minutes of January 17th, 22nd, and 29th were approved by a 6-0 vote.

Dr. Peter Liebert: Is a resident of
Dr. Ruth B. Merkatz, Ph.D.: Is a resident of Rye City and has been recommended by Board Chairman Latimer to fill the unexpired term for the City of Rye, ending December 31, 2002. Dr. Merkatz explained that she spent most of her life in medicine. She accompanied her father, who was a Practitioner in Rockland, on many patient visits.

Dr. Merkatz became a nurse practicing in the County jail, schools and fire departments. She currently counsels students and serves two Boards that take her to Washington, D.C. several times a year. She is currently working on teenage eating disorders, which is such a broad issue that she is trying to educate as much as possible. She has developed several projects for teens relating to preventive care, disease and fatalities. On the motion of Legislator Stewart-Cousins, seconded by Legislator Swanson, the appointment was approved by 6-0.
Both members took the Oath of Office with the County Clerk after each interview.
Dr. Lipsman commended the Chairmans recommendations and thanked him for his time and consideration to make these appointments.
RENT GUIDELINES BOARD:
Eliot Cherson: Is a resident of Scarsdale and has been recommended to the Board of Legislators for appointment to the Owner Representative seat on the Westchester County Rent Guidelines Board. He would be filling in the unexpired term held by Mr. Ralph Amicucci, who resigned. He is a lawyer representing landlords and real estate management agents throughout New York City, Nassau County and Westchester County. He also deals with closings and general litigation for numerous financial institutions. Mr. George Frank, Executive Vice President of the Tenant Owners Advisory Council highly recommends Mr. Cherson for this position.
On the motion of Legislator Swanson, seconded by Legislator Oros, recommendation to the New York State Division of Housing and Community Renewal appoint Mr. Eliot Cherson to the Owner Representative seat on the Rent Guidelines Board. Motion carried 6-0.
Mrs. LaMotte stated that she would like to move forward with the reappointment of Joseph Whalen and will speak to the Majority Leader regarding such appointment.
Carla Glassman, who was approved in November for appointment to the Womens Advisory Board before they were held up, will be submitted for Board confirmation. All members were in favor.
With no other business to discuss, the meeting adjourned at 5 p.m.
