COMMITTEE ON COUNTYOFFICERS & DEPARTMENTS

MONDAY, JANUARY 29, 2001

4:00 P.M.

 

 

PRESENT:  Chair:  LaMotte.  Members:  Oros; Pinto; Spreckman; and Swanson.  Staff:  Schecter, Vita.

 

Mrs. LaMotte called the meeting to order at 4:15 p.m.

 

All minutes were held until next meeting.

 

RE-APPOINTMENTS:

PLANNING BOARD:  Francis McKenna:  Is a resident of White Plains and has been reappointed as a member of the Westchester County Planning Board for the term January 1, 2001 through December 31, 2003.   He also serves as the Chairman of this Board.  On the motion of Legislator Swanson, seconded by Legislator Spreckman, the reappointment was approved by a 5-0 vote.

 

PUBLIC UTILITY SERVICE AGENCY:  Gerard Cavaluzzi, Esq.:  Is a resident of Croton-on-Hudson and has been reappointed as a member of the Westchester County Public Utility Service Agency for the term January 1,2001 through December 31, 2004.  He also serves as the Vice-Chairman of this Board.  On the motion of Legislator Pinto, seconded by Legislator Spreckman, the reappointment was approved by a 5-0 vote.

 

FIRE ADVISORY BOARD:  Mrs. LaMotte requested the last attendance sheet from the FireTrainingCenter, but unfortunately old records were not available from the last Administration before the recent change over.  Mrs. Swanson spoke to several members in her Fire District noting they were satisfied with the current reappointed members, adding that they were also reliable.

 

On the motion of Legislator Swanson, seconded by Legislator Pinto, all reappointed members to the Westchester County Fire Advisory Board were approved by a 5-0 vote.

WOMEN’S ADVISORY BOARD:  Mrs. LaMotte relayed the outcome of her meeting with Larry Schwartz to the Committee members regarding term limits, hold-overs, and expiration dates of various Boards.  She relayed that there is such terminology used as “hold-over”.  Following the General Municipal Law, several Boards have incorporated this language for several years in order to keep a full membership.

 

Also, the W.A.B. does not follow the CountyCharter, it is governed by Resolution.  This Board is in need of reconstruction, but if all those reappointed in 2000 were let go, the makeup of the Board would be cut in half.  All members were satisfied with the makeup and the explanation given, but there were other questions regarding attendance of some members.

 

Due to poor attendance at Board meetings, the following members of the Women’s Advisory Board were not approved for reappointment:  Cheryl Burton; Leigh Burton, and Blanca Salazar.

 

On the motion of Legislator Swanson, seconded by Legislator Spreckman, the remaining members of the Women’s Advisory Board were approved for reappointment by a 5-0 vote.

 

Mrs. LaMotte wrote to Human Resources Commissioner, Paula Zeman, requesting that her department monitor those County employees who leave County service, and have them understand the process of the Ethics Waiver request before coming before the Board for approval.

 

In the recent case of a Waiver Request, it is still unclear what type of recommendation this Committee will make.

 

 

Mrs. LaMotte would like to discuss this matter with the Law Department in order to make a recommendation the full Board.
