COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS
MONDAY, MAY 8, 2000

PRESENT: Chair: LaMotte. Members: Oros, Stewart-Cousins, Swanson and Young. Staff: Schecter, Vita. County Executive: Ingrid Bent.
ALSO PRESENT: Ellen Weiner, Appointee for the Community Services Board; Larry Wilson, Appointee for the Parks Board.
Mrs. LaMotte called the meeting to order at 4:10 p.m.
On the motion of Legislator Stewart-Cousins, seconded by Legislator Swanson, the minutes of May 1, 2000 were approved as amended by a 5-0 vote.
Agenda referral #31: Roberto Silvas appointment to the Youth Board has been received and filed due to resignation.
Ellen Weiner: A resident of Ardsley, was appointed on February 14, 2000, as a member of the Community Services Board to fill the expired term of Tibisay Guzman, for a term to expire December 31, 2003. Ms. Weiner is Vice President of Mental Health and Special Needs Population at Yonkers General Hospital. She has held several positions throughout the 18 years she has been employed at Yonkers General. She also started the Alcohol and Rehabilitation Unit, whereas she is accountable for the development and management of the 36 bed Substance Abuse Detox Program.
Ms. Weiner has a Masters in Public Health Administration, a BA in Social Work and Psychology and is a New York State Credited Alcohol and Substance Abuse Counselor. She oversees the 150 staff members treat alcohol/substance abuse children and adults, in-house and at all homeless facilities. She has attended two Board meetings and looks forward for a productive term while a member.
Mrs. Stewart-Cousins serves on the Board of Directors at Yonkers General with Ms. Weiner and has had the opportunity to work with her on other projects throughout the years. She spoke highly of Ms. Weiner's qualifications, background and accomplishments.

Impressed by Ms. Wieners background, Mr. Oros said she is well qualified to serve on the Board.
On the motion of Legislator Stewart-Cousins, seconded by Legislator Young, the appointment of Ellen Weiner to the Community Services Board is approved by a 5-0 vote.
PARKS BOARD
Larry Wilson: A Yonkers resident, has been appointed as a member of the Parks, Recreation and Conservation Board to fill the expired term of Rory Bellantoni, for a term to expire on December 31, 2002. He is well known to the members of the Board as the President of the NYS Turf and Landscape Association, who has worked closely with the Committees on Environment, Public Works and Legislation, in support of various pieces of legislation.
Mr. Wilson is a full service landscape designer serving residential and commercial customers in Westchester County. He is a State Certified Pesticide Applicator and holds a Westchester Home Improvement License. He said parks are the Countys greatest assets, and he feels he can offer a broader aspect to County projects, especially bike paths, golf courses, parks, and other County facilities.
On the motion of Legislator Stewart-Cousins, seconded by Legislator Oros, the appointment of Larry Wilson to the Parks Board is approved by a 5-0 vote.
With regard to Cecelia Bikkals appointment to the Rent Guidelines Board, George Latimer wrote to the Board regarding the matter. Each Legislator should have a copy in their mailboxes.
Ms. Schecter said she listened to Mr. Pecoras tape of alleged mistreatment of employees at the Ossining Sewer Treatment Plant, but did not find enough of proof on the tape that would backup Mr. Pecoras accusations. Mrs. LaMotte asked to have a letter sent to the Administration with the details and have them either respond to Mr. Pecora or this committee stating what action should be taken.
With no other business to discuss, the meeting adjourned at 5:10 p.m.
