COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS

MONDAY, FEBRUARY 28, 2000

4:00 P.M.

 

PRESENT:  Chair:  LaMotte.  Members:  Oros; Stewart-Cousins; Swanson; Young.  Staff:  Schecter, Vita.

 

ALSO PRESENT:  Michael Carelli, Lawrence Reiss; Youth Board Commission.

 

Mrs. LaMotte called the meeting to order at 4:05 p.m.

 

YOUTH BOARD APPOINTMENTS

Michael Carelli:  A resident of Mamaroneck, and a sophomore at Mamaroneck High School.  His interest in serving on the Youth Board is for the opportunity to learn about the County’s youth, the programs offered and the impact they have on young people.  He is a member of the Key Club, volunteering to help the hungry, the homeless, the elderly, and the needy.  Mr. Carelli has been involved with various community events such as operating carnival booths, to helping with the Halloween Scare Fair at Central Elementary School.  Mr. Carelli and friends volunteered to help clean Harbor Island Beach for Earth Day and bagged food to help the hungry.

 

Mr. Young was impressed with Mr. Carelli’s accomplishments and looks forward to good leadership.

 

Mrs. Spreckman suggests he gather generational ideas that would include volunteer work with seniors and also suggested he contact the Office for the Aging for assistance in developing a program.

 

On the motion of Legislator Spreckman, seconded by Legislator Stewart-Cousins, confirmation of Michael Carelli as a member of the Youth Board was approved by a 6-0 vote.

 

Lawrence Reiss:  A White Plains resident, is currently an Associate Counsel for Mack-Cali Realty Corporation, who is responsible for negotiating and drafting commercial real estate in Westchester, New Jersey and Connecticut.

He is a former partner of Cuddy, Fedder, & Worby Law firm.  Mr. Reiss taught English and Reading at Suffern High School for 6 years and he is a father of three, ages 9, 13, and 14.  He volunteers at the Volunteer Center of the United Way and serves as a member of the Youth Committee and serves as Committee Chairman for his son’s Boy Scout troop.

 

Mrs. LaMotte asked what his main concerns and goals are for serving on the Youth Board.  Mr. Reiss said there are wonderful programs already in place throughout the County and he would like to see the funding properly placed and put into action.  He would like to help other young people in the County to be involved with community services.

 

Mrs. Stewart-Cousins inquired about the expired term of Mr. John Rivera, who is one of her constituents and whom Mr. Reiss is replacing.  Mrs. Stewart-Cousins asked that Mr. Reiss’s appointment be held over pending a response from the Administration.

 

 

The members reviewed the Committee Blueprint and made the necessary changes and amendments to update their current topics and goals.

 

Mr. Oros suggested the committee reviews the County Charter and the County Ethics Laws.  He also suggests the Legislators host a reception to meet the Chairs of the various Boards and Commissions in order to get an update of what each Board is involved with.

 

Mrs. LaMotte will ask the County Attorney for his opinion with regard to the procedures and time frames of Board and Commission appointments.

 

 

Due to resignations, the following referrals were received and filed by a 6-0 vote:

Item A6:  Howard Herring-Appointment to the Millennium Commission.

Item A19:  Michael P. Amodio-Appointment to the Millennium Commission.

Item A26:  Damean Adams-Appointment to the Youth Board.

 

 

With no other business, the meeting adjourned at 5 p.m.
