The meeting was called to order at 4:00 p.m.
APPOINTMENTS:
Ms. Frauenfelder, a Yonkers resident, has been involved with youth programs for many years. She has attended some meetings of the Westchester County Youth Board and found them very interesting. Ms. Frauenfelder was familiar with the functions of this board prior to being a member. Ms. Frauenfelder worked for the Bureau of Youth Services for the City of Yonkers from 1985-1996, until the Adolescent Pregnancy Prevention and Services Program was moved to St. Johns Riverside Hospital where she is currently the Director.
Legislator Spreckman stated that Ms. Frauenfelder puts her heart and soul into everything she does for the community.
Legislator Spreckman made the motion to approve the resolution confirming the appointment of Julie Frauenfelder as a member of the of the Youth Board and was seconded by Legislator Young. The motion was carried by a vote of 6-0.

Legislator Pinto made a motion to approve the minutes of November 8th and was seconded by Legislator Young. The motion was carried by a vote of 6-0.
Mr. Morton is a resident of Yonkers. He is a Tennis Instructor for the Yonkers Tennis Center, Founder/President of the Westside Youth Organization, Chairman of the Yonkers African-American Heritage Committee and Coordinator for its Youth Activities. Mr. Morton has been very involved with the youth of Yonkers for the past 15 years. He has attended three (3) meetings of the Youth Board and feels that it is an important and active Board where he can be a good representative for southern Westchester. Mr. Morton also serves on the Westchester County African-American Advisory Board.
Legislator Stewart-Cousins made the motion to approve the resolution confirming the appointment of Robert C. Morton as a member of the Youth Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.
Mr. Lief lives in Yonkers and is President of the Greyston Foundation in Yonkers since 1992. They provide affordable supportive/low-income housing for working, homeless and special needs families in Yonkers and recently opened affordable housing units in Irvington. He has spoken with Legislator Stewart-Cousins and George Raymond, at length, regarding housing concerns.
Legislator Stewart-Cousins made the motion to approve the resolution confirming the appointment of Charles G. Lief as a member of the Housing Opportunity Commission and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.

Chair Swanson asked that the Committee move to reappoint Harry Zourdos as an at-large member of the Board of Health at Chairman Latimers request. His current term expires December 31, 1999.
Legislator Oros made a motion to approve the resolution appointing Harry Zourdos to the Board of Health and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.
Legislator Pinto made a motion to approve the resolution permitting Frederick H. Dean, former Director of Design Coordination for Westchester County Department of Public Works, to accept employment with ODea & Associates P.C., an entity which has performed engineering and consulting services for the County. Legislator Stewart-Cousins seconded the motion and it was carried by a vote of 6-0.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Hon. Vito Pinto as a member of the Parks, Recreation and Conservation Board and was seconded by Legislator Young. The motion was carried by a vote of 5-0 (Leg. Pinto did not vote).
Legislator Young made a motion to adjourn the meeting at 4:35 p.m. and was seconded by Legislator Oros. The motion was carried by a vote of 6-0.
