OCTOBER 25, 1999

The meeting was called to order at 4:00 pm.

 

APPOINTMENTS:

 

Westchester Community College (WCC) Board of Trustees

Jack Stadler

Mr. Jack Stadler has served on the WCC Foundation since 1984 and has been Chairman since 1995.  He became a trustee in 1990 and has been active in lobbying Albany.  He is a resident of Mamaroneck and, in 1990, was appointed by Gov. Cuomo to the WCC Board of Trustees to serve as a Gubernatorial appointment until June 2000.  Mr. Stadler will resign from his current seat and replace John Testa as a BOL appointment.  He will serve a nine-year term.

 

Chairman Latimer explained to the Committee his reasons for appointing Mr. Stadler.  He stated that the make-up of the WCC Board of Trustees and its current configuration seems to work very well together.  Chairman Latimer would like to see the Board with the same membership and balance as it is today.

 

Chairman Latimer made a motion to approve the resolution appointing Jack Stadler to the WCC Board of Trustees and was seconded by Legislator Pinto.  The motion was carried by a vote of 6-0.  (Oros was out for the vote.)

PLANNING BOARD

Norman Sheer

Mr. Sheer is currently a Cortlandt resident.  He is a practicing attorney and partner at Bank, Sheer, Servino & Seymour in White Plains.  Mr. Sheer was the Chairman of the Village of Croton-on-Hudson Planning Board from 1992-1997.  He finds that the Westchester County Planning Board is considerably different than serving on a local planning board.  Local planning boards have more individual authority whereas the County Planning Board does more overseeing of projects throughout all of Westchester County.  Mr. Sheer stated that he has had a tremendous insight to the Board.  He first became familiar with “Patterns” on a local level and currently works with it on the County level.

 

Chairman Latimer asked Mr. Sheer some questions regarding “Patterns”.  There was a brief discussion.

 

Legislator Young made a motion to approve the resolution confirming the appointment of Norman Sheer as a town resident member of the Planning Board and was seconded by Legislator Spreckman.  The motion was carried by a vote of 7-0.

 

 

REAPPOINTMENTS:

 

PARKS, RECREATION & CONSERVATION BOARD

Elaine Conway

Legislator Pinto made a motion to approve the resolution confirming the reappointment of Elaine Conway to the Parks, Recreation & Conservation Board and was seconded by Chairman Latimer.  The motion was carried by a vote of 6-0.  (Oros was out for the vote.)

HOUSING OPPORTUNITY COMMISSION

James Bason

Legislator Pinto made a motion to approve the resolution confirming the reappointment of James H. Bason to the Housing Opportunity Commission and was seconded by Chairman Latimer.  The motion was carried by a vote of 6-0.  (Oros was out for the vote.)

 

 

The Committee motioned to receive and file copies of the resignations of Irene Morales and Sheryl Chasin of the Westchester County Youth Board.

 

 

Chairman Latimer made a motion to adjourn at 4:29 pm and was seconded by Legislator Pinto.  The motion was carried by a vote of 6-0.  (Oros was out for the vote.)
