MINUTES

SEPTEMBER 21, 1999

The meeting was called to order at 4:00 pm.

 

MINUTES:

Legislator Stewart-Cousins made a motion to approve the minutes of September 13, 1999 and was seconded by Legislator Swanson.  The motion was carried by a vote of 3-0.  (Spreckman, Oros, Latimer & Pinto were out for the vote.)

 

Chair Swanson moved to hold over the minutes of September 8th pending further review.

 

 

BOARD OF ETHICS

Vincent DeIorio

Mr. DeIorio is a resident of White Plains.  He attended one meeting to introduce himself to the other members on the Board of Ethics.  Mr. DeIorio is a lawyer with firms in Purchase and Manhattan.  The County Executive requested that he serve on the Board of Ethics.  Mr. DeIorio believes serving on this board would be a community service.  He stated that ethics have been a part of his professional life throughout the years.  Mr. DeIorio was Chairman of the Commission to reorganize Oneida County government and is very active in various community organizations.  He was also a recipient of the 1997 Ellis Island Medal of Honor.  Mr. DeIorio is looking forward to serving on the Board of Ethics and hopes he can be of contributing significance.

Legislator Pinto made a motion to approve the resolution confirming the appointment of Vincent A. DeIorio as a member of the Board of Ethics and was seconded by Legislator Young.  The motion was carried by a vote of 7-0.

 

 

WCHCC BOARD OF DIRECTORS (Reappointment)

Gene Capello

Mr. Capello is being reappointed as a member of the Westchester County Health Care Corporation Board of Directors for a five-year term.  He is currently the Vice-Chair of the Board and serves on the Finance, Strategic Planning, Personnel and Executive Committees.  Mr. Capello is a lawyer presently working for J.P. Morgan & Company.  The most important issues to him are the survival and independence of the WCHCC and its commitment to serve the public regardless of ability to pay.  Mr. Capello looks forward to continue serving on the Board of Directors. 

 

The Committee and Mr. Capello discussed various issues regarding the WCHCC such as HMO’s, Children’s Hospital and parking.

 

 

YOUTH BOARD

Mildred Kibrick

Ms. Kibrick is a life-long resident of Westchester County.  She was a Social Work Administrator in Yonkers for 26 years and is now retired.  Ms. Kibrick founded and directed Big Brothers-Big Sisters of Yonkers and the Yonkers Youth Connection; was one of the founders of the Campaign for Kids and the Westchester School-Community Partnership; and has been active with numerous boards in Westchester County relating to children for many years.  Ms. Kibrick would like to see the Youth Board filled so that it can operate at its maximum.  She previously served on the Youth Board from 1990 to 1994.  Her term is to expire December 31, 2001.

Legislator Spreckman spoke highly of Ms. Kibrick stating that she works continuously on numerous projects throughout Yonkers.

 

Legislator Spreckman made a motion to approve the resolution confirming the appointment of Mildred Kibrick as a member of the Youth Board and was seconded by Legislator Pinto.  The motion was carried by a vote of 7-0.

 

 

HOUSING OPPORTUNITY COMMISSION (REAPPTS.)

Legislator Stewart-Cousins made a motion to approve the resolutions confirming the reappointments of George Raymond, John Heller, Eugene F. Conroy, Dwight Douglas, Jean Pollack and Mary E. Hotte

to the Westchester County Housing Opportunity Commission and was seconded by Legislator Young.  The motion was carried by a vote of 7-0.

 

 

Legislator Young made a motion to adjourn the meeting at 5:01pm and was seconded by Legislator Pinto.  The motion was carried by a vote of 6-0.
