The meeting was called to order at 3:02 pm.
SOIL & WATER CONSERVATION BOARD (SWC)Bruce BarberMr. Barber is an Environmental Code Officer for the Town of Yorktown (started Aug. 1997) and is the third person to hold this position since its establishment in the late 1980s. He is responsible for the enforcement of town wetland and erosion control ordinances. Mr. Barber is also a member of the Yorktown Conservation Board, Vice-chairman for the Croton System Water Quality Protection Plan (MAT) and Co-chairman for the Sustainable Development IMA study. Mr. Barber has a BS Degree in Biology and an AAS Degree in Civil Engineering. He has attended about three or four meetings of the SWC.
Legislator Pinto made a motion to approve the resolution confirming the appointment of Bruce Barber to the Soil & Water Conservation Board and was seconded by Legislator Young. The motion was carried by a vote of 5-0.
DISCUSSION: The first issue of discussion is the response from the County Attorney regarding staggered terms of members of County Boards and Commissions. There was a brief discussion. The Committee has requested that the County Attorney, Alan Scheinkman, come to its next scheduled meeting (August 16th) for further discussion. Chair Swanson presented Item D1 for discussion. Item D1 is a memorandum from Legislator Noto requesting that the Committee look into the policies on the use of County employees for Campaign events. Legislator Noto learned that three employees of the County Executives office have been allegedly working on the Hillary Clinton for Senate Campaign during County office hours. The Committee held a discussion.
OUTCOME: · Request permission from the Administration to allow them to review the time sheets or attendance records of the three individuals named in the Journal News article. · Invite Paula Redd Zeman, the Personnel Officer, to come and discuss the Countys current policies on employees working Campaign events. · Amend such policies if needed.
MINUTES: Legislator Pinto made a motion to approve the minutes of July 19, 1999 and was seconded by Legislator Spreckman and Legislator Young. The motion was carried by a vote of 5-0.
