RENT GUIDELINES BOARD (RGB)

APPOINTMENTS:

Cecilia Bikkal – Public Member

Ms. Bikkal has the fiscal management experience required by the RGB. She started out in interior design/space planning, held various positions with the Westchester County Clerk from 1985 to 1994 and is now the Vice President for Administration for ImageWork Technologies Corporation in White Plains. Ms. Bikkal owns her own Co-op in White Plains. She is a lawyer by training not by practice. Ms. Bikkal is also a member of the White Plains Zoning Board of Appeals. She feels she has a large sense of community and looks forward to serving on the RGB.

Chair Swanson and Legislator Pinto explained the functions of the RGB and the types of issues they handle.

Legislator Pinto made a motion to approve the resolution recommending the appointment of Cecilia G. Bikkal, Esq. as a Public Member of the Rent Guidelines Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0.

REAPPOINTMENTS:

Catherine Danaher – Tenant Member

Legislator Spreckman made a motion to approve the resolution recommending the reappointment of Catherine Danaher as a Tenant Member of the Rent Guidelines Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0.

Alfred Corbo – Tenant Member

Legislator Spreckman made a motion to approve the resolution recommending the reappointment of Alfred Corbo as a Tenant Member of the Rent Guidelines Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0.

David Cheek – Public Member

Legislator Pinto made a motion to approve the resolution recommending the reappointment of David Cheek as a Public Member of the Rent Guidelines Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0.

PUBLIC UTILITY SERVICE AGENCY (PUSA)

APPOINTMENTS:

Robert Wall

Mr. Wall is a resident of White Plains and is currently the Chief Financial Officer for The Colley Group. One of his job duties includes tracking energy costs for privately held businesses they represent, such as several McDonalds franchises. He was approached by Chairman Latimer to serve on the PUSA. Mr. Wall has attended one meeting.

Legislator Ryan stated that he has known Mr. Wall for many years and that his experience and background would be a terrific contribution the Agency and to the residents of this County.

Chair Swanson made a motion to approve the resolution confirming the appointment of Robert Wall to the Public Utility Service Agency and was seconded by Legislator Oros. The motion was carried out by a vote of 4-0.

ITEMS RECEIVED AND FILED:

Legislator Swanson made a motion to receive and file Item D5 (Memo from Yonkers Tenant Coalition) and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0.

Legislator Oros made a motion to receive and file RGB3 (Stanley J. Legan) and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0.

MINUTES:

Legislator Spreckman made a motion to approve the minutes of June 7, 1999 and was seconded by Legislator Oros. The motion was carried by a vote of 4-0.

Legislator Spreckman made a motion to adjourn the meeting at 4:48 pm and was seconded by Legislator Oros. The motion was carried by a vote of 4-0.
