The meeting was called to order at 4:02 p.m.

APPOINTMENTS:

Hispanic Advisory Board (HAB)

Juan Moreno

Since 1998, Father Moreno has been Pastor at St. Andres Episcopal Church in Yonkers. He is also a constituent of Legislator Stewart-Cousins. Father Moreno has attended three HAB meetings. He has not been sworn in at the County Clerk’s office and will need to get a new confirmation letter from the Administration.

Legislator Stewart-Cousins spoke on behalf of Father Moreno and feels he will be a tremendous asset to the HAB.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Juan S. Moreno to the Hispanic Advisory Board and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

African American Advisory Board (AAAB)

Jimmy Warren

Jimmy Warren is presently Chief of Police for the Sleepy Hollow Police Department. Commissioner D’Aliso submitted his name to the Administration to serve on the AAAB. He graduated Pace University School of Law with his Jurist Doctorate in 1998. Chief Warren has been a member of the Chief Association for over a year. He has been sworn in at the County Clerk’s office and will serve on the AAAB for a term to expire on December 31, 2000.

Legislator Swanson made a motion to approve the resolution confirming the appointment of Jimmy Warren, Jr., Esq. to the African American Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.

Dr. William Brown

Dr. Brown is Executive Director of Cooper & McCann. He has also been recommended for a Public Member vacancy on the Rent Guidelines Board. Dr. Brown attended Virginia State College and received his doctorate from Pace University in 1996. He has not been sworn in at the County Clerk’s office and will need to get a new confirmation letter from the Administration. Mr. Brown expressed that he likes to get things done and hopes that he will be effective on the AAAB.

Legislator Pinto made a motion to approve the resolution confirming the appointment of Dr. William Brown, Jr. to the African American Advisory Board and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

Ernest Prince

Mr. Prince is the President of the Urban League of Westchester County, Inc. He is also Commissioner of the Westchester County

Local Conditional Release Commission. Mr. Prince has been a member of several Boards and Commissions throughout Westchester and is currently serving on the Westchester Private Industry Council. He looks forward to serving on the AAAB. He has not been sworn in at the County Clerk’s office and will need to get a new confirmation letter from the Administration.

Legislator Young made a motion to approve the resolution confirming the appointment of Ernest S. Prince to the African American Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.

Chair Swanson and Legislator Young briefly explained the duties of the African American Advisory Board and that those members of the AAAB are always welcome to address the Board on any issues or concerns.

Bill Randolph stated that the County Executive hopes that the AAAB will establish its own issues and priorities and work with the Administration and Board of Legislators. He also stated that the Administration would distribute new confirmation letters to Ernest Prince, Dr. William Brown and Juan Moreno because they did not meet the deadline to go to the County Clerk’s office to be sworn in upon original notification.

MINUTES:

Legislator Pinto made a motion to approve the minutes of May 24, 1999 and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

Legislator Young made a motion to adjourn the meeting at 4:20 p.m. and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.
