COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MAY 17, 1999 4:00 P.M.
MEMBERS: SWANSON, YOUNG, SPRECKMAN, STEWART-COUSINS, PINTO. STAFF: SCHECTER, ETTERE, MORO OTHER: RANDOLPH (CNTY. The meeting was called to order at 4:13 p.m. Minutes: Legislator Pinto made a motion to approve the minutes of May 10, 1999 at 4:00 p.m. and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0. Legislator Pinto made a motion to approve the minutes (as amended) of May 10, 1999 at 7:00 p.m. and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0. African American Advisory Board (AAAB) Appointments: The committee reviewed the resumes of all the interviewees. All the individuals have taken the oath of office at the County Clerks Office. Robin Douglas: Ms. Douglas is the President/CEO/Founder of the African American Chamber of Commerce of Westchester and Rockland Counties. She is also an active member of the NAACP, life member of the National Council of Negro Women, a member of the Harlem Business Alliance, and the Westchester Black Womens Political Caucus.
COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MAY 17, 1999 PAGE 2 Reverend Verlin Williams: Reverend Williams has been Pastor of the Union Baptist Church for the past five years. The activities of the Church caught the attention of others and he was asked to serve on the AAAB. Stanley Moore: Mr. Moore is a Detective/Sergeant of the Tuckahoe Police Department. He is a member of the state D.A.R.E Officers Association, the Police Juvenile Officers Association, the Eastchester Youth Council, the Westchester County Detective Association the P.B.A of Westchester and on the Board of Directors of the Eastchester Community Action Program. Commissioner DAliso submitted his name to be part of the AAAB. David Cheek: Mr. Cheek has been a resident of Greenburgh for eighteen (18) years. He is a graduate of Fordham and NYU. He is a member of the Westchester County Rent Guidelines Board and will be Co-Chair of the AAAB. Mr. Cheek inquired as to which Legislator would be the liaison to the AAAB. Chair Swanson explained that it has not been decided yet. Reverend Darin Moore: Reverend Moore is a resident of Mt. Vernon. He is currently the Pastor of the Greater Centennial A.M.E. Zion Church in Mt. Vernon. His congregation is one of the largest and oldest black churches in Westchester County. Reverend Moore has lived in Indianapolis and North Carolina so he has a broad view of various programs that the AAAB could explore. He is very excited about the opportunity to be on the AAAB. It was explained to the interviewees that the Board of Legislators (BOL) is looking for commitment and advice, the AAAB is an advisory Board. The BOL wants the AAAB to come to them and let them know what they think the County needs. Also the Committee on County Officers and Departments (COD) is an open committee, that they can COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MAY 17, 1999 PAGE 3 come to with any concerns they have. It was also recommended that the AAAB use the Hispanic Advisory Board (HAB) as a model. The HAB has had community forums where the members of the community were invited to come forward and speak about issues that concern them. This may be something the AAAB could do as well. There was also a discussion on staggered terms. Chair Swanson explained the process to the individuals, that the County Executive appoints them, subject to confirmation by the Board of Legislators. After being signed out of the COD Committee their resolutions would go before the full Board of Legislators at the next Board meeting, which the individuals do not need to attend. Chair Swanson also distributed an outline of the function/duties and enabling legislation on the AAAB to each individual for their information. Legislator Stewart-Cousins made a motion to approve the resolutions confirming the appointments of Robin Douglas, Reverend Verlin Williams, Stanley Moore, Reverend Darin Moore, and David Cheek, as members of the African American Advisory Board and was seconded by Legislator Pinto. The motion was carried by a vote of 5-0. Planning Board Reappointment: The Committee reviewed Hal Fitzpatricks resume and attendance records. Chair Swanson made a motion to approve the resolution confirming the reappointment of Hal Fitzpatrick and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0. Legislator Stewart-Cousins made a motion to adjourn the meeting at 4:48 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 5-0. |
