COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MAY 10, 1999 4:00 PM

The meeting was called to order at 4:08 p.m. Minutes: Legislator Stewart-Cousins made a motion to approve the minutes of May 3, 1999 and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0. African American Advisory Board (AAAB:) The Committee reviewed the resumes of all the interviewees. Legislator Young explained to each individual that the AAAB has not met in a few years. This is a very important Board and the Board of Legislators (BOL) wants to see it move forward. He also stated that each member of the AAAB is welcome to come to the BOL with any concerns about an issue that they feel is not getting enough attention. Archie Bankston: Mr. Bankston is a resident of Westchester County and although he has not seen a mission statement yet, has some idea of what the AAAB will be doing. Mr. Bankston inquired as to when and how often the AAAB will meet. Legislator Young explained that they will decide that on their own, the BOL does not dictate any of that, however the BOL does hope they meet at least once a month. The motion was carried by a vote of 4-0. Barbara Edwards: Ms. Edwards is a resident of Westchester County and will sign the oath of office after this meeting today. Ms. Edwards, Co-Chair of the AAAB, stated that she felt it was important that the AAAB has a strong partnership with the BOL, it is not often that there is a group that people can go to that is receptive. Legislator Young made a motion to approve the resolution confirming the appointment of Barbara Edwards as a member of the African American Advisory Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. Sioux Taylor: Ms. Taylor is a resident of Westchester County and she has signed the oath of office. She asked what the focus of the AAAB is. Legislator Young explained that the BOL does not dictate the scope of issues the AAAB will address, that all comes from the committee itself. However the BOL does ask that they keep an open dialogue with them. Legislator Pinto made a motion to approve the resolution confirming the appointment of Sioux Taylor as a member of the African American Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 4-0. Lisa Copeland: Ms. Copeland is a resident of Westchester County and has already signed the oath of office. She inquired as to when the AAAB would start meeting and Legislator Young explained that it was up to the AAAB. He then gave Ms. Copeland a copy of an outline of the AAAB. The motion was carried by a vote of 4-0. Dorothy Orr: Ms. Orr is a resident of Westchester County and has not yet signed the oath of office, but she will do it after this meeting. Ms. Orr was on the AAAB in the past. She thinks it will work out well now because the timing is good. The Country is more willing to acknowledge that there are issues that need to be addressed. She stated that they will take a look at the blueprint from the last AAAB because it was a good blueprint. Ms. Orr is very interested and available to serve on the AAAB. Legislator Spreckman made a motion to approve the resolution confirming the appointment of Dorothy Orr as a member of the African American Advisory Board and was seconded by Legislator Young. The motion was carried by a vote of 4-0. Leigh Burton: Ms. Burton is a resident of Westchester County and has signed the oath of office. She asked what the AAABs focus would be and Legislator Young explained that the BOL does not dictate how they function. He then gave Ms. Burton a copy of the outline of the AAAB to give her a better understanding of the duties of the AAAB. Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Leigh Burton as a member of the African American Advisory Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0.
COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MAY10, 1999 PAGE 4 Malcom Reid, MD: Mr. Reid is a resident of Westchester County and has not signed the Oath of Office yet, but will do so after this meeting. Legislator Young stated that the BOL has an open door policy and is very interested in quickly addressing issues effecting the African American community. Legislator Spreckman made a motion to approve the resolution confirming the appointment of Malcom Reid as a member of the African American Advisory Board and was seconded by Legislator Young. The motion was carried by a vote of 4-0. Legislator Stewart-Cousins made a motion to adjourn the meeting at 4:55 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. |
