The meeting was called to order at 4:10 p.m.

Minutes:

Legislator Spreckman made a motion to approve the minutes of April 26, 1999 and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

African American Advisory Board (AAAB) - Appointments:

Legislator Young explained the process of being appointed by the County Executive and confirmed by the Board of Legislators to each interviewee. He also explained that the African American Advisory Board has not had a meeting for a few years. The new Administration is really reaching out to the African American community as well as the Hispanic community. The Administration as well as the Board of Legislators feel this is a very important board and really want to see it move forward. He went on to say that each member of the AAAB is welcome to come to either this Committee, or the Committee on Minority Affairs as well as any individual Legislator with any concerns about an issue that they feel is not getting enough attention.

Reverend David Randolph Holder:

Reverend David Randolph Holder, a resident of New Rochelle has not yet taken the oath of office at the County Clerk’s office, but will do so after this meeting. Reverend Holder is very excited to have this opportunity. He is interested in the issues of economic empowerment and development as well as education.

Chairman Latimer made a motion to approve the resolution confirming the appointment of Reverend David Randolph Holder as a member of the African American Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.

Robert Morton:

Robert Morton, a resident of Yonkers has taken the oath of office at the County Clerk’s office. Legislator Stewart-Cousins stated that she was very pleased that Mr. Morton was offering his time to be part of the AAAB. She went on to tell Mr. Morton about a meeting that the Hispanic Advisory Board is having on May 16th that he may be interested in attending to get an idea of what they are doing, because the AAAB will want to function in a similar way.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Robert Morton as a member of the African American Advisory Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0.

Garrison Jackson:

Garrison Jackson, a resident of Cortlandt Manor has taken the oath of office at the County Clerk’s Office. Legislator Bronz spoke very highly of him. Legislator Young explained that this Committee would like him to bring his unique perspective to the AAAB meetings, there is no limit to the scope of what they can discuss and accomplish.

Legislator Oros made a motion to approve the resolution confirming the appointment of Garrison Jackson as a member of the African American Advisory Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0.

Brian Hall:

Brian Hall, a resident of Yonkers has taken the oath of office at the County Clerk’s Office. Mr. Hall asked where the Board of Legislators(BOL) would like to see the AAAB get started. Legislator Young explained that the BOL does not dictate what the AAAB does, but they do hope the AAAB meets once a month. Legislator Stewart-Cousins told Mr. Hall about the meeting the Hispanic Advisory Board is having, explaining he may be interested in seeing what they do because the AAAB will want to function in a similar way.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Brian Hall as a member of the African American Advisory Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0.

William Green:

William Green, a resident of Yonkers, has taken the oath of office at the County Clerk’s office. The Committee reviewed his resume and found it to be very impressive. Both Legislator Stewart-Cousins and Spreckman spoke very highly of Mr. Green.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of William Green as a member of the African American Advisory Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0.

Sophia Loren Trott:

Sophia Loren Trott, a resident of Mt. Vernon, has taken the oath of office at the County Clerk’s office. Ms. Trott asked what direction the AAAB would be going in. Legislator Young stated that they should discuss any issues effecting the African American community, but that the BOL does not dictate what they do.

Legislator Young made a motion to approve the resolution confirming the appointment of Sophia Loren Trott as a member of the African American Advisory Board and was seconded by Legislator Oros. The motion was carried by a vote of 5-0.

Marilyn Price:

Marilyn Price, a resident of New Rochelle, has not yet taken the oath of office at the County Clerk’s office. Ms. Price stated that she understands that the meeting times are pretty flexible which is good for her since she works in NYC. She went on to say that she is prepared to do whatever is asked of her. She understands that it is an advisory board and they are suppose to flag potential ideas for solutions to issues concerning the African American community.

Legislator Spreckman made a motion to approve the resolution confirming the appointment of Marilyn Price as a member of the African American Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.

Cora Miles:

Cora Miles, a resident of White Plains, has taken the oath of office at the County Clerk’s office. An outline of the AAAB’s duties/functions and list of members was given to Ms. Miles so she could have a good understanding of what her responsibilities will be.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Cora Miles as a member of the African American Advisory Board and was seconded by Legislator Oros. The motion was carried by a vote of 5-0.

African American Advisory Board – Reappointments:

Winston Ross:

Legislator Oros made a motion to approve the resolution confirming the reappointment of Winston Ross as a member of the African American Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.

Timothy Marshall:

Legislator Young made a motion to approve the resolution confirming the appointment of Timothy Marshall as a member of the African American Advisory Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0.

Legislator Spreckman made a motion to adjourn the meeting at 5:02 p.m. and was seconded by Legislator Oros. The motion was carried by a vote of 5-0.
