COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES APRIL 26, 1999 4:00 PM MEMBERS: SWANSON, YOUNG, PINTO, SPRECKMAN STAFF: SCHECTER, MORO (BOL) OTHER: BILL RANDOLPH (CNTY. EXEC.S OFFICE), JEFF HANLEY, STEVE MCCULLOCH (BUILDING & REALTY INSTITUTE OF WESTCHESTER) There is a tape on file for more detailed information. The meeting was called to order at 4:15 p.m. Soil and Water Conservation Board Appointment: Paula Lebowitz has a Masters of Environmental Studies from the Yale School of Forestry and is currently attending Pace Law School with a concentration on environmental and land use law. Ms. Lebowitz is currently on the Planning Board in Harrison, the Watershed Advisory Committee Dept. of Environmental Planning, Beaver Swamp Brook Inter-municipal Working Group and was Vice-Chair of the Environmental Advisory Committee in Harrison. Ms. Lebowitz has been sworn in at the County Clerks Office, and feels this is an exciting Board and is looking forward to serving on it. Chair Swanson made a motion to approve the resolution confirming the appointment of Paula Lebowitz as a member of the Soil and Water Conservation Board and was seconded by Legislator Young. The motion was carried by a vote of 4-0. Stanley Legan Rent Guidelines Board (RGB) Public member Appointment: Mr. Legan owns and resides in an unregulated two family home in Dobbs Ferry and is in the business of Legal Services and Business Consulting. He has read material on the RGB and is aware of what the position would entail. Mr. Legan inquired as to how often the RGB meets, which is eight times a year. He also asked how COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES APRIL 26, 1999 PAGE 2 many members make up a quorum, the Committee believed it was five, but would get verification on that to him. Rent Guidelines Board Reappointments Discussion: Legislator Pinto stated that he has spoken to some tenants in various tenant groups who have a different opinion on one of the tenant representative currently up for reappointment, than the letters this committee has received. They feel that although the individual has done a good job it may be time for someone new since he has been on for over twenty years. Soil & Water Conservation Board Reappointments: The Committee reviewed the attendance records of all three individuals. Legislator Young made a motion to approve the resolution confirming the reappointment of Peter Vande Water as a member of the Soil and Water Conservation Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. Legislator Young made a motion to approve the resolution confirming the reappointment of Carol Coggeshall as a member of the Soil and Water Conservation Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. Legislator Young made a motion to approve the resolution confirming the reappointment of Jane Wooley as a member of the Soil and Water Conservation Board and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. Electrical Licensing Board Reappointment: The Committee reviewed Mr. Lynchs attendance records, which was good. Legislator Pinto made a motion to approve the resolution confirming the reappointment of Gary Lynch as a member of the Electrical Licensing Board and was seconded by Legislator Young. The motion was carried by a vote of 4-0. The motion was carried by a vote of 4-0. Legislator Young made a motion to recess at 4:38 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. Legislator Spreckman made a motion to reconvene at 7:11 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. Legislator Young made a motion to adjourn the meeting at 7:12 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. |
