The meeting was called to order at 4:10 p.m.

Items received and filed:

Legislator Pinto made a motion to receive and file items D8 and D9, which were letters regarding the rent guidelines board, and was seconded by Legislator Spreckman. The motion was carried by a vote of 3-0. (Young, Stewart-Cousins, & Oros were out for the vote)

Legislator Pinto made a motion to receive and file item D7 which was the designation of deputies for the Department of Public Safety, and was seconded by Legislator Young. The motion was carried by a vote of 5-0. (Oros was out for the vote)

Minutes:

Legislator Pinto made a motion to approve the minutes of April 12, 1999 and was seconded by Legislator Young. The motion was carried by a vote of 5-0. (Oros was out for the vote)

Board of Ethics:

Jack Alemany a resident of Scarsdale, has been sworn in at the County Clerk’s office. He is filling a position with a term to expire on December 31, 2000. Mr. Alemany is an attorney with his own law firm and was the Acting Village Justice until April 4, 1999. Mr. Alemany is well aware of what his duties on the Board of Ethics are.

Legislator Young made a motion to approve the resolution confirming the appointment of Jack Alemany as a member of the Board of Ethics and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.

Rent Guidelines Board (reappointment):

Alfred Corbo represents the interest of the tenants and discusses all aspects of rental situations in Westchester County. Mr. Corbo lives in a private home, he hasn’t been in an apartment since 1978. Legislator Spreckman spoke highly of Mr. Corbo, stating that he works very hard to accomplish a lot for all the tenants, and he has always done a good job. Mr. Corbo was named along with Ms. Danaher in a letter of support from the Yonkers Tenants Coalition.

Hispanic Advisory Board:

Piero Olcese, a police officer in Yonkers and Vice President of the Hispanic Law Enforcement Association is fluent in both Spanish and Italian. Mr. Olcese has been sworn in at the County Clerk’s Office and he feels the Hispanic Advisory Board is going very well. He believes they will be able to gather a lot of information at the public forums they are having. He is being appointed for a term to expire December 31, 2000.

Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Piero Olcese and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.

Industrial Development Agency Reappointments:

Legislator Oros made a motion to approve the resolution confirming the reappointment of Virgil Conway as a member of the Industrial Development Agency and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.

Legislator Oros made a motion to approve the resolution confirming the reappointment of Roy Barnes as a member of the Industrial Development Agency and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.

Legislator Young made a motion to adjourn the meeting at 4:55 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.
