The meeting was called to order at 4:11 p.m.

Minutes:

Legislator Spreckman made a motion to approve the minutes, as amended, of April 5, 1999 and was seconded by Legislator Pinto. The motion was carried by a vote of 5-0.

REAPPOINTMENTS:

DAVID CHEEK – PUBLIC MEMBER – RENT GUIDELINES BOARD

Mr. Cheek has been serving as a Public Member and Chairman of the Rent Guidelines Board (RGB) for over 10 years. As Chairman, he attempts to maintain order with Board members and visitors during RGB meetings and tries to make both sides happy. Mr. Cheek finds that Public Members often get frustrated with Tenant and Landlord Members because they do not provide enough information at the meetings to answer questions clearly. Mr. Cheek requested that when the Board of Legislators forwards their recommendations to the State Division of Housing and Community Renewal that they also urge them to make their appointments in a timely fashion so that vacancies can be filled as soon as possible. There have been occasions when there were an insufficient number of members for a quorum. Mr. Cheek raised concerns regarding equipment and rooms for their meetings. The secretary to the RGB researches facilities to hold these meetings but has difficulty finding adequate space with adequate time. He also mentioned that air conditioning and water would be appreciated. The next meeting of the Rent Guidelines Board is in May.

Legislator Pinto suggested that they might be able to use County offices, such as the Westchester Community College Auditorium, to hold their meetings.

Chair Swanson called on Sally Schecter to answer Legislator Pinto’s question from the April 5th meeting regarding the terms of the Professional Prequalification Board. There was a brief discussion on how staggered terms for all the Board and Commissions work. Clarification of the local law was requested so Rob Hoch will do the research.

Chair Swanson made a motion to adjourn the meeting at 4:48 p.m. and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.
