The meeting was called to order at 4:12 p.m.

Minutes:

Legislator Pinto made a motion to approve the minutes of March 29, 1999, and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.

Rent Guidelines Board (RGB):

Catherine Danaher, a resident of Yonkers, has been serving as a tenant member of the RGB since 1987. Ms. Danaher stated that they meet about every two or three months, except when they have public hearings, at which time they would meet about four times with in a seven to ten day period. They meet eight times a year at the most, years ago they met twelve to fifteen times a year. In addition to serving on the RGB, Ms. Danaher runs the Mayors help line, her staff dispatches all public works vehicles. Legislator Spreckman spoke highly of Ms. Danaher, and Legislator Stewart - Cousins stated for the record that she never said she wanted Ms. Danaher to come off the RGB, just that the Board should be looked at to see if it needed a change, since some members have been serving for extended periods of time. Ms. Danaher explained that she scrutinized every

landlord last year, that’s how they ended up with the zero and the one and a half. Although she is a Yonkers resident, she works for all tenants throughout Westchester County. She stated that she would like to see more Legislators attend their meetings, she will fax notification of the meetings to the Board of Legislators. Ms. Danaher stated that she and Mr. Corbo (the other tenant representative) are a great team, they are very compatible. Both the Yonkers and Mt. Vernon Tenants Coalition support Ms. Danaher.

Professional Prequalification Board (PPB):

George Mottarella, a resident of Rye, is also the City Engineer – Director of Public Works. Mr. Mottarella’s qualifications include being a NYS professional engineer, and a NYS professional land surveyor. Mr. Mottarella is filling the land surveyor position on the PPB and has already signed the book in the County Clerk’s office. Legislator Pinto questioned the expiration dates of the members of the PPB because the terms are supposed to be staggered yet four of them all expire the same time.

Legislator Pinto made a motion to approve the resolution confirming the appointment of George Mottarella as a member of the Prequalification Board and was seconded by Legislator Young. The motion was carried by a vote of 6-0.

Hispanic Advisory Board (HAB):

Freddy Sanchez, a resident of White Plains has been attending meetings which he finds to be very interesting. He previously had not seen such an interest in Hispanic issues and is very please to see that is changing. Mr. Sanchez is currently attending Manhattanville College, majoring in international Management with a minor in Latin American Studies. He anticipates graduating in May of 2000.

Legislator Young made a motion to approve the resolution confirming the appointment of Freddy Sanchez as a member of the Hispanic Advisory Board and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.

Board of Health (BOH) – Reappointment:

The Committee reviewed the resume of Anthony Maddalena as well as the letter from Mayor John Spencer recommending Mr. Maddalena for reappointment as the representative to the City of Yonkers. Chair Swanson stated that Mr. Maddalena’s attendance is excellent and he has done a great job, he has added a lot to the BOH.

Legislator Spreckman made a motion to approve the resolution confirming the reappointment of Anthony Maddalena as a member of the Board of Health and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 6-0.

Legislator Young made a motion to adjourn the meeting at 4:48 p.m. and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.
