The meeting was called to order at 4:04 p.m.

Minutes:

Legislator Young made a motion to approve the minutes of March 22, 1999 and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.

Parks, Recreation & Conservation Board (PRCB):

Stanley Kalathara has been in this Country for twenty (20) years, and is a practicing attorney as well as a restaurant owner. Mr. Kalathara’s term will expire on December 31, 2001 and has already attended some meetings of the PRCB. Chairman Latimer spoke on Mr. Kalathara's behalf, stating that he is an ideal candidate for this Board and he is very happy Mr. Kalathara wants to be a part of it. Chairman Latimer also explained that the PRCB is a very important Board, all park issues go before that Board before anything can be done.

Chairman Latimer made a motion to approve the resolution confirming the appointment of Stanley Kalathara as a member of the Parks, Recreation and Conservation Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 6-0.

Domestic Violence Council (DVC):

Jean Hudson, MD a resident of Sleepy Hallow, has been with the Health Department for six and a half years. She is currently the Deputy Commissioner of Community Health Services. Dr. Hudson has signed the book at the County Clerks Office and has attended one (1) meeting of the DVC in which about twenty (20) people attended. Dr. Hudson stated that the meetings are usually held at lunchtime. Legislator Wishnie spoke on Dr. Hudson’s behalf, stating that the DVC could use a lot more people like Dr. Hudson. Her term will expire December 31, 2001.

Legislator Young made a motion to approve the resolution confirming the appointment of Jean Hudson, MD as a member of the Domestic Violence Council and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0.

Fire Advisory Board (FAB):

Edward Clark a resident of Mt. Kisco, is semi retired. He has signed the book in the County Clerk’s Office and has attended meetings. He has been serving on the FAB for about a year and his term expires December 31, 2000. The FAB has been reactivated, they previously had trouble getting a quorum however at the last meeting they had a good showing. There was a brief discussion of the fire services in Westchester County. Mr. Clark stated that Westchester should not be behind Rockland, but we are.

Chair Swanson made a motion to approve the resolution confirming the appointment of Edward Clark as a member of the Fire Advisory Board and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 6-0.

Westchester County Health Care Corp. (WCHCC):

Legislator Pinto made a motion to sign an act repealing Act No. 162 of 1998 and appointing three voting directors to the governing board of the Westchester County Health Care Corporation each for a term to expire on October 5, 2003 and was seconded by Legislator Spreckman. The motion was carried by a vote of 6-0.

Legislator Young made a motion to adjourn the meeting at 4:38 p.m. and was seconded by Legislator Spreckman.
