COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MARCH 22, 1999
MEMBERS: SWANSON, SPRECKMAN, PINTO, STEWART-COUSINS, OROS, LATIMER STAFF: ETTERE, MORO (BOL) OTHER: BILL RANDOLPH (CNTY. EXEC.S OFFICE), NANCY SELIGSON (ENVIRONMENTAL MANAGEMENT COUNCIL (EMC)), NANCY TRAVERS (DOMESTIC VIOLENCE COUNCIL(DVC)) There is a tape on file for more detailed information. The meeting was called to order at 4:07 p.m. Minutes: Legislator Stewart-Cousins made a motion to approve the minutes of March 15, 1999 and was seconded by Legislator Pinto. The motion was carried by a vote of 4-0. (Latimer & Oros were out for the vote). Appointments: Environmental Management Council: Nancy Seligson has been involved with various environmental committees throughout Westchester County. She is presently chairperson of the Environmental Management Council which has had two meetings. The Council is a governing board and consists of representatives from each municipality in the County, but Ms. Seligson mentioned that they have had trouble getting appointments from some municipalities. She stated that they meet every eight weeks and receive good attendance. Her intentions are to reenergize the EMC and generate excitement and momentum throughout the Council. Ms. Seligson plans to have guest speakers attend her meetings to discuss various topics. They are currently dealing with issues relating to open space, natural inventory and pesticides.

He feels that the meetings are open and informative. Chairman Latimer spoke on behalf of Ms. Seligson and her appointment as Chair of the EMC saying that he feels she is very qualified and would be a great asset to the Council. Chairman Latimer made a motion to approve the resolution confirming the appointment of Nancy Seligson as Chair of the Environmental Management Council and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0. Domestic Violence Council: Nancy Travers is currently a Deputy Commissioner with the Department of Social Services. She has not attended any DVC meetings but has always received and reviewed the minutes. Ms. Travers looks forward to serving on the Board as a Social Services Representative. She feels it is an important Council that can work with various agencies, local communities and police departments in a collaborative way to help with the growing problem of Domestic Violence in Westchester County. Ms. Travers previously served on the Westhab Board but resigned so there would be no conflict of interest with her current employment. Legislator Stewart-Cousins made a motion to approve the resolution confirming the appointment of Nancy Travers as a member of the Domestic Violence Council and was seconded by Legislator Spreckman. The motion was carried by a vote of 5-0. (Oros was out for the vote).
COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MARCH 22, 1999 PAGE 3 Reappointments: Parks, Recreation & Conservation Board: Legislator Spreckman made a motion to approve the resolution confirming the reappointment of Andrew Natale as a member of the Parks, Recreation and Conservation Board and was seconded by Legislator Pinto. The motion was carried by a vote of 5-0. (Oros was out for the vote). Chair Swanson made a motion to approve the resolution confirming the reappointment of Ira Birnbaum as a member of the Parks, Recreation & Conservation Board and was seconded by Legislator Pinto. The motion was carried by a vote of 5-0. (Oros was out for the vote). Items Received and Filed: Electrical Licensing Board: Legislator Stewart-Cousins made a motion to receive and file item D5 and D7, which were letters from electrical contractors expressing concerns about the selection of the seven members to fill the Electrical Licensing Board, and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0. (Latimer & Oros were out for the vote). Legislator Stewart-Cousins made a motion to adjourn the meeting at 4:30 p.m. and was seconded by Legislator Pinto.
