The meeting was called to order at 4:10 p.m. Minutes: Legislator Pinto made a motion to approve the minutes of February 16, 1999 and was seconded by Legislator Oros. The motion was carried by a vote of 6-0. Chief Information Officer: Norman Jacknis is a hands-on, accomplishment-oriented manager and strategist, who emphasizes the use of innovative software technology to deliver cost-effective and timely solutions. Dr. Jacknis explained that they are still in transition, but they seem to be productive. They are very busy dealing with Y2K issues, and he feels they are close to schedule. Legislator Oros stated that Dr. Jacknis is dedicated and has the ability to work with the Legislature and all the Commissioners and staff. In addition to his technical skills and intelligence, he is trying to do what is best for the County. He comes from a mold of what a good public servant is all about.

Legislator Oros made a motion to approve the resolution confirming the appointment of Norman Jacknis as Chief Information Officer and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0. Public Utility Service Agency: Pradeep Kapadia is the founder and President of Kapadia Energy Services, an energy engineering, conservation and management company in Peekskill. Mr. Kapadia has forged relationships with government agencies, utilities, energy service companies, non-profit institutions, and Fortune 500 companies. He has served them with the latest advances in energy cost reduction programs from demand side management services and de-regulated retail access of power and natural gas to lighting and HVAC energy conservation, heat recovery, and energy monitoring. Mr. Kapadia is a frequent lecturer on energy issues and has conducted seminars for several different organizations. The County Executive asked him to be a part of the Public Utility Service Agency, and he has attended two meetings. Legislator Oros made a motion to approve the resolution confirming the appointment of Pradeep Kapadia as a member of the Public Utility Service Agency and was seconded by Legislator Pinto. The motion was carried by a vote of 6-0. Electrical Licensing Board: William Regan heard there was an opening on the Board and sent in a letter. He will be the representative for a municipality, since he is the Administrator of Bronxville. He has attended one meeting so far. The main topic that was discussed at that meeting was how many people did not make the deadline to get grandfathered in. Legislator Pinto stated that Mr. Regan was an excellent candidate for the Electrical Licensing Board.

She would also like Alan Scheinkman in to discuss a legal opinion on County Agencies, Boards and Commissions. The committee will also address the appointment of Andrew Maniglia to the IDA. Legislator Spreckman made a motion to adjourn the meeting at 4:45 p.m. and was seconded by Legislator Young. The motion was carried by a vote of 6-0. |
