The meeting was called to order at 4:10 p.m.

Minutes:

Legislator Young made a motion to approve the minutes of January 11, 1999, and was seconded by Legislator Oros. The motion was carried by a vote of 7-0.

Corrections Commissioner:

Rocco Pozzi who is also the Probation Commissioner stated that it has been very interesting. They have a vocational training center plan. There should be a transitional plan for the people when they walk out the door, back into the community, so that they can continue what they started inside. He does not want it to be a revolving door, he does not want them to come back. He would like to set up job referrals, make sure they have a residence to go to, and see what kind of residence it is. Many programs had gotten cut because of the budget. He believes they need to do more with the people they are getting, than they are doing now. It will be a challenge to convince the community leaders that it is as much their responsibility, as it is

the correction department’s, to try to get the individuals who have served all their time, into programs. Being the Probation Commissioner as well as the Corrections Commissioner, he knows both sides so it is easy to meld them together to reach reasonable solutions. The New York State Department of Corrections and Probation have both written that it is acceptable for Rocco Pozzi to be Commissioner of both departments.

Legislator Spreckman made a motion to approve the resolution confirming the appointment of Rocco Pozzi as the Corrections Commissioner and was seconded by Legislator Pinto. The motion was carried by a vote of 7-0.

Vincent Rippa - IDA:

Vincent Rippa is an attorney by profession, practicing in this County since 1968. He has been a resident of the County since 1962. He has some political background; he was previously a County Legislator, Mayor for the City of New Rochelle, Associate Council in the Office of Speaker, NY State Assembly, and is currently the Chairman of the Westchester County Tax Commission, and is an Acting City Judge in New Rochelle. If need be, Mr. Rippa is prepared to tender his resignation to the tax commission. Mr. Rippa is very active in the community and has been a liaison on both sides of the aisle. Mr. Rippa believes in payback, the County has been good to him and he wants to pay it back for his good fortune.

Chairman Latimer made a motion to approve the resolution confirming the appointment of Vincent Rippa and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 7-0.

William Wood – IDA:

As an attorney, Mr. Wood has investigated and prosecuted cases of professional misconduct for the past fourteen years. Prior to that, Mr. Wood was Council to the Controller of the City of New York and was his representation to the New York City IDA. Mr. Wood was active in the NAACP and activities aimed at minority business enterprises. He

had also been on the Board of the March of Dimes for ten years. Mr. Wood thinks it will be an exciting opportunity to be on the Westchester County IDA and thinks they will continue to do good things.

Legislator Pinto made a motion to approve the resolution confirming the appointment of William Wood and was seconded by Legislator Spreckman. The motion was carried by a vote of 7-0.

William Mulrow – IDA:

Mr. Mulrow has been an investment banker on Wall Street for the last sixteen years. He has a good working knowledge of business, finance and what the IDA should do. He will check with council to be sure that there is no conflict of interest, if there is any or the appearance of any, he will recuse himself in those situations. Mr. Mulrow feels the IDA has been run terrifically and hopes to continue that. He looks forward to working with the Legislators and Bob Boland the Boards liaison to the IDA.

Legislator Pinto made a motion to approve the resolution confirming the appointment of William Mulrow as a member of the IDA and was seconded by Chairman Latimer. The motion was carried by a vote of 7-0.

Chairman Latimer made a motion to go into executive session at 4:55 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 7-0.

Chairman Latimer made a motion to reconvene at 5:08 p.m. and was seconded by Legislator Pinto. The motion was carried by a vote of 7-0.

Andrew Maniglia – IDA:

Mr. Maniglia is the Director of Finance for the New York City Construction Fund, which is a different entity from the School Construction Authority mentioned in the January 24, 1999, New York

Times article. He was a banker for ten years prior to being Deputy Mayor of Yonkers. He wants to encourage mid and small sized business to set up in Westchester as well as the large companies. He feels the County IDA must work in partnership with municipalities throughout the County. Mr. Maniglia explained an incident that was written about in the December 29, 1992 issue of the Gannet newspaper. He stated that he had used his Dictaphone as a form of note taking in the last four minutes of a telephone conversation. It was legal, however he publicly apologized for it. In a March 11, 1993 article it was reported that the taping was not criminal.

Chairman Latimer made a motion to approve the resolution confirming the appointment of Andrew Maniglia and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 7-0. Legislator’s Swanson, and Oros signed it with out prejudice.
