The meeting was called to order at 4:17 p.m.

Minutes:

Legislator Young made a motion to approve the minutes of January 4, 1999 and was seconded by Legislator Pinto. The motion was carried by a vote of 5-0.

Community Service Board:

Elena Maria Coronel DeRodriguez has attended a few meetings. Mrs. DeRodriguez is originally from Venezuela. She has a bachelor degree in science and humanities from a university in Caracas. She is also a lawyer. She has been a representative of Venezuela in various organizations to eliminate all forms of racial discrimination. Mrs. DeRodriguez was a founding member of the Deaf and Speech Institute, the Social Security Child Institute, the Experimental Institute for the Integral Development of Children with Learning Disabilities, all in Caracas, Venezuela. She has done extensive work with the United Nations as well as being a member of the Council of Central Westchester Area of Mental Hygiene and a member of the Committee of Developmental Disabilities in the Westchester County Department of Community Mental Health.

Chair Swanson made a motion to approve the resolution confirming the appointment of Elena Maria Coronel DeRodriguez as a member

of the Community Service Board, and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

Acting Commissioner of Environmental Facilities:

Legislator Pinto made a motion to approve the resolution confirming the appointment of Anthony Landi as the Acting Commissioner of Environmental Facilities and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

Hispanic Advisory Board:

Harry Pino is a Police Officer in the White Plains Police Department, and he has attended meetings of the Hispanic Advisory Board already. Mr. Pino speaks and writes fluent Spanish and has used this ability throughout his career. He is the Founding President of the Westchester Hispanic Law Enforcement Association, to enhance working relations and communication of Hispanic employees in Westchester police departments. Mr. Pino is on the Board of Directors of the Westchester Hispanic Coalition. Legislator Young spoke very highly on Mr. Pino’s behalf, stating that Mr. Pino is a strong advocate for the Hispanic Community, his involvement in minority affairs has been on going, even before the existence of the Hispanic Advisory Board. Mr. Pino feels that the Hispanic Advisory Board has a lot of potential. He is currently concentrating on what speakers to get for the meeting at St. Bernard’s Church.

Legislator Oros made a motion to approve the resolution confirming the appointment of Harry Pino as a member of the Hispanic Advisory Board, and was seconded by Legislator Young. The motion was carried by a vote of 5-0.

Legislator Pinto made a motion to adjourn the meeting at 4:45 p.m. and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 5-0.
