The meeting was called to order at 3:15 p.m.
The following two individuals were before the Committee to receive confirmation of their appointments to the Electrical Licensing Board (ELB).
Gary R. Lynch, P.E.: Mr. Lynch is the engineer representative for the ELB. He lives in Briarcliff, and his business is in Pleasantville. From 1973 to 1983 he worked for the Department of Public Works. He currently is not an employee of the County. He does do subcontracting for the County; he filed this on his disclosure form. His company does the design work; they do not do the installation. Although his company does not deal with the contractors on a financial basis, he as an individual, would make recommendations. There was a lengthy discussion on grandfathering. Mr. Lynch believes the purpose of the ELB is to regulate what goes on in the County, to protect the public, and to see that the codes are followed and inspected properly. He went on to say that there is talk of establishing a licensing overseeing agency. These individuals would go out into the field and see that the people doing the work are licensed. There was an involved discussion regarding certain local municipalities that raised their permit fees to compensate for the loss in revenue. Mr. Lynch stated that the goal of the Legislation is to ensure residents that people doing electrical work are qualified to do so. If the consumers cost is raised five or ten

dollars due to the raised permit fee, it is minimal compared to the potential loss of a loved one, or a home because of inferior work.
Mark Cucinell: Mr. Cucinell is the union contractor representative. The Committee reviewed his resume. Mr. Cucinell felt the ELB would benefit the people of Westchester. They make sure that everyone has equal background, and years of experience. There was a discussion on grandfathering. Mr. Cucinell stated that he is under the impression that people are not so interested in just getting two seats added to the ELB, what they really want is to have their own names added to the ELB. He also stated that when people see that they have a very open forum at their meetings, and that they can speak as much as they wish, they wont be as upset about not being on the ELB. A discussion about changing the time of the meetings from 3:00 p.m. to either 5:00 p.m. or 6:00 p.m. followed. There was a very strong feeling that the meetings should be held later in the day to give the public an opportunity to attend. There is a fifty-dollar application fee, which is paid directly to the testing company. There will not be the volume to test every month in Wetchester or in Putnam . So, they may alternate every other month with Putnam.
Legislator Pinto motioned to approve the minutes of May 18, 1998 and was seconded by Chair Swanson. The motion was carried by a vote of 2-0. Legislator Oros was out for the vote.
