The meeting was called to order at 4:10 p.m.
The following two individuals were before the committee to receive confirmation of their appointments to the Electrical Licensing Board (ELB).
Thomas P. Devine: Mr. Devine is the Westchester resident representative for the ELB. He has been a resident since 1925. Mr. Devine gave a detailed description of his background and qualifications. Mr. Devine was involved in the original draft which was passed on to the legal department. The function of the ELB is to protect residents, to see that they have qualified people do the work. They use a professional testing company that proctors, grades and stores the test. There is a fifty dollar application fee and it is five hundred dollars for a license. The test is very fair but difficult. It is multiple choice and open book. The book used is the National Electrical Code. Mr. Devine stated that there is dialogue to become reciprocal with Putnam County. They want Putnam County to use the same testing service. They met with the Putnam Board twice to discuss becoming reciprocal, they will work out the details.
John Pasquerella: Mr. Pasquerella gave a detailed description of his background and qualifications. He has been in electrical contracting since 1966. Mr. Pasquerella is the non-union representative for the ELB. Mr. Pasquerella feels the ELB is going very well. will be some concerns and complaints, for example with grandfathering and being reciprocal but these are being worked out. They have open meetings so they can hear the complaints and concerns that are out there. The ELB makes sure everyone meets the requirements to sit for the test. They are hoping for testing to begin July 15th . Journeymen are not licensed but one is required to be on the ELB. Mr. Pasquerella believes this is so that they can get a better sense of what is going on in the field.
Legislator Young motioned to approve the minutes of May 11, 1998 and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 6-0.
The next meeting is scheduled for Wednesday, May 27, 1998 at 3:00 p.m.
Legislator Young motioned to adjourn the meeting at 4:55 p.m. and was seconded by Legislator Oros. The motion was carried by a vote of 6-0.
