The meeting was called to order at 4:05 p.m.
Mr. Rogowsky was before the Committee so that they could confirm his appointment to the Public Utility Service Agency (PUSA). The County Executive appointed him Chairman of the PUSA. The Committee reviewed Mr. Rogowskys resume. He has an expertise in the field of law. Mr. Rogowsky also worked for the United States Department of Energy from 1977-1983. The Committee was in full agreement that Mr. Rogowskys qualifications matched perfectly with the requirement of the PUSA.
Mr. Rogowsky asked the Committee that when they review the Ethics Law they take a look at the disclosure forms. He believes that a lot of people like to keep some things private. They may lose a lot of people, who are applying on a volunteer basis because of the disclosure forms. He went on to say that he feels that if you want to be on an energy board then you should just have to fill out a disclosure form for energy conflicts.
Mr. Rogowsky stated that at a later date he would run through the issues with the Legislators that their constituents will be calling about.
There was some discussion about individuals in hold over positions, there is some concern that this is becoming a problem. COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS MINUTES MAY 11, 1998 PAGE 2

There was a discussion on the Rent Guidelines Board. There is a decision to be made to fill one public member position. Chairman Latimer asked that the Committee hold out for one more week. It was discussed in his last caucus, and there was a strong sense that they fill this position with a person of color. He feels he owes it to his caucus to discuss it further. Chair Swanson wanted to select one of the runners up from the individuals they have already interviewed. She felt they should consider the hold overs for diversity. It was decided they would make a decision at the next Committee meeting.
