The meeting was called to order at 4:15 p.m.

 

Chair Swanson explained that the Committee was meeting to discuss granting Mr. Thomas Coleman, the Deputy Budget Director, a waiver to transfer to the Westchester County Health Care Corporation. County Executive Spano sent down, to the Board, his recommendation for approving the waiver.

 

Mr. Coleman explained that previously he had worked for the Medical Center installing their initial information systems. His new position will be very different from his present position, and it will not require him to reveal any confidential information obtained by virtue of his current position. In the new position he will not be required to appear before any agency in relation to any contract, case, proceedings or application to which he personally rendered substantial services during his employment. He will not appear before any department or agency of the County in connection with any other matter until the expiration of the one year time frame following his transfer.

 

Ms. Tooher wanted to support Mr. Coleman in his endeavor. He helped develop the Medical Centers information system and he will be a tremendous asset to them.

Legislator Wishnie stated that he has a great deal of respect for Mr. Coleman, he recognizes his extreme ability and it will be a tremendous loss to the County. Each committee member was in complete agreement and they all wished Mr. Coleman great success. Chair Swanson stated that she knows that Mr. Coleman has his heart in the right place and will honor the Ethics Code.

 

Legislator Oros stated that he was confused about when a waiver is required. Is it when an individual leaves one government agency to go to another government agency or when an individual leaves a government agency to go into the public sector.

 

Ms. Tooher stated that the opinion from the County Attorney was that since Mr. Coleman is in a policy making position they should request a waiver, just be safe.

 

Legislator Pinto motioned to approve the waiver to allow Mr. Coleman to transfer to the Westchester County Health Care Corporation, and was seconded by Chair Swanson. The motion was carried by a vote of 4-0.

 

Legislator Pinto motioned to approve the Minutes of April 27, 1998, and was seconded by Legislator Oros. The motion was carried by a vote of 4-0.

 

Legislator Pinto motioned to approve the amended Minutes of March 23, 1998 and was seconded by Legislator Young. The motion was carried by a vote of 4-0.

 

Legislator Pinto motioned to adjourn the meeting at 4:32 p.m. and was seconded by Legislator Oros. The motion was carried by a vote of 4-0.
