The meeting was called to order at 4:08 p.m.

Electrical Licensing Board:

Dennis McSpedon is a journeyman representative, and became a journeyman in 1966. He is the President of the Local Union No. 3, International Brotherhood of Electrical Workers. He was born and raised in Westchester. He gave a detailed description of his background. He stated that in the beginning the Board got a lot of resistance, but now people see it is an open forum, and it is much calmer.

Police Advisory Board:

Lawrence Otis Graham is a resident of White Plains. He has not attended any meetings yet because you can not attend until you have been confirmed by the Board of Legislators. Mr. Graham is a nationally known attorney, author and consultant on the workplace, the law and governmental issues. He is a graduate of Princeton, and Harvard Law School. Mr. Graham has also authored twelve books.

Chairman Latimer motioned to approve the resolution confirming the appointment of Lawrence Otis Graham as a member of the Police Advisory Board, and was seconded by Legislator Young. The motion was carried by a vote of 7-0.

Police Advisory Board:

R.C. Autorino was born and raised in Mt. Vernon, and currently resides in Peekskill. Mr. Autorino is retired from the Police Department. He currently administers the Statewide DWI Program for the NYS FOP as well as the NYS DMV Driver Improvement Program. He has accumulated extensive knowledge of administration and development techniques during his career including in-depth knowledge of Police Administration, Public Relations and related topics.

Legislator Oros motioned to approve the resolution confirming the appointment of R.C. Autorino to the Police Advisory Board and was seconded by Legislator Pinto. The motion was carried by a vote of 7-0.

There was some discussion on the practice of the Chair of the COD Committee having authority to review the background check on Commissioner appointments. Chairman Latimer requested from Chair Swanson, a copy of the letter she had sent to the Administration in regard to this matter.

It was suggested/requested that when the Administration sends down appointments, that they include in the cover letter what vacancy the individual is filling, who they are replacing.

Legislator Young motioned to approve the minutes of June 22, 1998 and was seconded by Legislator Pinto. The motion was carried by a vote of 7-0.

Legislator Pinto motioned to adjourn the meeting at 4:51 and was seconded by Legislator Stewart-Cousins. The motion was carried by a vote of 7-0.
