COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MARCH 4, 1998

The meeting was called to order at 3:50 P.M. Legislator Young motioned to approve the minutes of March 2, 1998, and was seconded by Legislator Pinto. The motion was carried by a vote of 3-0. Legislator Stewart-Cousins was out for the vote. Chair Swanson explained that Legislator Oros had forwarded a letter to her, urging the Committee to investigate the allegations made by Mr. Kevin Jones, regarding pilferage and theft of County goods at the Yonkers and Mamaroneck Sewage Treatment Plants. Chair Swanson went on to say that the County Attorney, Alan Scheinkman was here to discuss the matter with the Committee and that they have to tread very lightly on this subject because it is an ongoing investigation. Mr. Scheinkman explained that Mr. Jones made a presentation with respect to two aspects. The first was the allegations on the equal employment issue which he had a meeting with Mr. Edward Dowdy about. The second was theft of County property and the misuse of the facilities. Shortly after his presentation Mr. Jones met with Mr. Scheinkman and they reviewed in detail his allegations. Mr. Jones then met with a police officer who is now investigating the situation. They have interviewed eight or nine individuals, and they continue to gather information. After a determination has been made, the County will decide what action to take. They may come to the Board of Legislators and the County Executive with a proposal for an inventory control. They want to develop a uniform County policy so things are COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS MINUTES - MARCH 4, 1998 PAGE 2 tagged as County property or given a control number, or have sign in and out sheets. Mr. Scheinkman wanted to assure the Board that they are taking these allegations very seriously. Chair Swanson stated that they have agreed that as the investigation goes on and gets closure, this Committee will be kept informed. The Committee briefly discussed the remaining Communications on the agenda. Chair Swanson stated that she originally had planned to have a Committee meeting out side the building on March 16, 1998, however that out side meeting will be at another time. March 16, 1998 will be a regular committee meeting in the office. On motion of Legislator Young, seconded by Legislator Pinto the meeting was closed at 4:18 p.m. The motion was carried by a vote of 4-0. |
