Chairman Delfino called the meeting to order at 9:25 a.m.
Legislator Swanson motioned to approve the minutes of July 28, 1997, and was seconded by Chairman Delfino. The motion was approved by a vote of 4-0.
APPOINTMENTS:
African American Advisory Board: Alan Inman: Chairman Delfino stated he was very impressed with Mr. Inmans resume, then went on to ask Mr. Inman to tell the Committee a little bit about himself. Mr. Inman responded that his background varies. What is relevant to the African American Advisory Board (AAAB) is that he has worked with minority issues when he was Executive Director of Minority Alliance International. Mr. Inman served on the National Black Republican Council, White House Domestic Policy Advisory Committee, during former President George Bushs term. He is currently Chairman of the United to Serve America Community Board #5. Mr. Inman stated that he has been involved in various issues such as civil rights, and economic development in the African America community, in an advisory capacity, to develop a better way of life for African Americans and all Americans.

On motion of Legislator Young, seconded by Legislator Swanson, the motion to approve the Resolution confirming the appointment of Alan Inman was carried by a vote of 4-0.
POLICE BOARD: COMMISSIONER Michael Coffey: Chairman Delfino read the background/duties of the Police Advisory Board. He expressed a concern in regard to the fourth duty listed which was, make and adopt, subject to the approval of the Commissioner, rules and regulations for the examination, hearing, investigation, and determination of charges made or preferred against any member of the Police Division. Chairman Delfino stated that he always feels a concern when any Board has a ruling in relationship to overriding any decision that the Chief or head of a Department makes. What happens then, in Chairman Delfinos opinion is that he/she looses control of the action being taken. Chairman Delfino asked Mr. Coffey how he would feel about taking an action in contrary to the Division Head, in this case the Police Chief. Mr. Coffey responded that in the twenty years that he was on the Council in White Plains, he was on the personnel committee, they never had an action that was overruled. You try to serve the individual employees in the right way and try to support the management team that is running the government. If an issue did come before the Board, he would look very strongly in support of the administrator of the department. If you do not like what the administrator is doing you should get rid of the administrator. The administrator needs to know that they have the support of the people who are put into that job category. He takes it seriously, and feels it can never be a healthy process if it got to that point. Chairman Delfino appreciated Mr. Coffeys opinion, and hopes he carries forth what he has said here today, in his duties as Police Board Commissioner. Mr. Coffee has been attending meetings since February and stated that there is great cooperation between departments, he wishes that the public could see the cooperative effect between the County Police and the local Police Departments and how they interrelate. Monohan if she could let the COD Committee know whos spot Mr. Coffey is filling, prior to the Board meeting on August 18. Mr. Coffee ended by stating that he has always felt strongly that service to humanity is the best work of life.
On motion of Chairman Delfino, seconded by Legislator Swanson, the motion to approve the Resolution confirming the appointment of Michael Coffey was carried by a vote of 4-0.
COMMUNICATIONS: (D6)
County Executive: Forwarding a proposed local law providing for two additional members to the Taxi and Limousine Commission.:
Chairman Delfino stated now that the Commission is still in its forming stages, with major issues, there is a lot more involved in the Taxi and Limousine Commission (TLC) than one might think. Chairman Delfino went on to say that this must have come out of the Commission, and from the County Executive, because of some needs. When the original legislation was put together the proposal was for nine members, now there is a request for two more. He asked Mr. Bell to fill us in a little more. Mr. Bell stated that they have been doing this since 1988, it is in the works but it is slow moving. It is moving slow mainly because they do not have someone in charge yet in the seat of Chairman. Putting someone in that seat opens up to getting a lot of the rules and regulations passed. Members are calling up everyday with questions about rules, and concerns about rumors they have heard. For instance, they have heard they cant work out of their homes, they are going to need an exorbitant amount of insurance, they wont be able to do work at different airports unless they have certain licenses. The only thing Mr. Bell can tell them is, it is moving slow. At each meeting they go over every rule. Chairman Delfino stated he has attended a few meetings and he feels there is a need for someone to take over this responsibility. can be there everyday. Chairman Delfino asked Mrs. Monohan if she knew why there was a request for two positions. Mrs. Monohan responded that there needs to be an uneven amount of Commissioners on the Board for a vote. Also the County Executive felt if he had the power to appoint one more, so should the Board. Chairman Delfino applauded the recommendation by the County Executive, he feels it is in the best interest of the industry to approve this legislation.
On motion of Chairman Delfino, seconded by Legislator Donovan, the motion to approve the Committee Report, recommending, to the full Board of Legislators, the adoption of the local law, and the Resolution to set a public hearing, was carried by a vote of 4-0.
Chairman Delfino motioned to adjourn the meeting at 10:06 a.m. and was seconded by Legislator Swanson. The motion was carried by a vote of 4-0.
