Chairman Delfino called the meeting to order at 9:14 a.m.

 

Legislator Young motioned to approve the minutes of August 11, 1997, and was seconded by Chairman Delfino. The motion was approved by a vote of 5-0.

 

APPOINTMENTS:

Youth Board:

Irene Morales: Chairman Delfino asked Irene Morales, a 9th grade high school student, how she got involved with the youth Board. Ms. Morales Stated that she is on the New Rochelle Youth Council and was recommended by its director. Chairman Delfino inquired as to what her responsibilities on the New Rochelle Youth Council are. Ms. Morales responded that they create programs. They try to get the youths of New Rochelle involved, to keep them off the streets. They come up with ways to keep them out of trouble. Legislator Young asked if this organization comes out of City Hall, to which she replied yes. Legislator Young further inquired as to whether or not they offer any recreational programs. Ms. Morales stated that the programs are interscholastic. Chairman Delfino asked Ms. Morales how she finds the Youth Board Meetings. Ms. Morales stated that at first they were a little bit confusing, but she finds them to be interesting. Chairman Delfino asked what she felt her contribution to the Youth Board would be. Ms. Morales explained that there are different ways of thinking. As a youth herself she can bring that perspective to the Board. Adults and youths tend to think differently at times.

On motion of Legislator Young, seconded by Legislator Swanson the motion to approve the Resolution confirming the appointment of Irene Morales, as a member of the Youth Board was carried by vote of

5-0.

 

DOMESTIC VIOLENCE COUNCIL:

CHIEF FRANK NANNA: Chairman Delfino inquired as to how Chief Nanna got involved with the Domestic Violence Council. Chief Nanna explained he was asked to join, he felt it was worthwhile and jumped right in. He enjoys working with the people he has been working with, and hopefully they will develop criteria for a County wide program. Chairman Delfino stated that there are a lot of different views on this Council, they work with the police, professional psychologists, judges, etc. Other members have stated they felt it was moving slowly. Chief Nanna stated that he felt the Council was moving forward quickly. They have reached out to the police and gotten each departments policies on how to handle domestic violence and put them together. They are trying to develop one policy for police to follow in a domestic violence situation. They should all be handled identically, regardless of demographics. Then they will go to the Chiefs Association and say can we adopt this or do you have recommendations for changes.. Legislator Swanson stated that she knows that Chief Nanna is working with the other Chiefs, because he is also working with her Chief in Mt. Pleasant, Chief Beckly, trying to draw more support from the local police to get more input. She went on to say that she is very happy that Chief Nanna is involved with the Domestic Violence Council. Legislator Spreckman asked what would happen in a situation where a spouse is beaten, gets an order of protection, and the abusive spouse shows up again. Is there someone that does follow up on these situations or do they need to make a second call to the police. Chief Nanna stated that what happens is, when an order of protection is filed with the court, a copy is kept with the court, a copy is filed with the police, and the spouse keeps a copy. An order of protection usually states that you are not allowed to be within two blocks of the place of business or residence. All his patrols have a list of all the

order of protections that are out. If they see anybody in violation they would make an arrest, but basically they need a second call, at which time when the police arrive they can make an arrest on two counts. The first being a violation of the order of protection, and the second, contempt of court. Chief Nanna stated that domestic violence situations are the hardest to handle.

 

On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the appointment of Chief Frank Nanna, Jr. as a member of the Domestic Violence Council was carried by a vote of 5-0.

 

Chairman Delfino called a recess at 9:34 a.m. in order to give Eva Dech, who was scheduled to be interviewed at 9:10, a chance to arrive.

 

Eva Dech did not make it in.

 

Legislator Young motioned to adjourn the meeting at 11:20 a.m., and was seconded by Chairman Delfino. The motion was carried by a vote of 5-0.
