Chairman Delfino called the meeting to order at 9:10 a.m.

 

Legislator Young motioned to approve the minutes of August 4, 1997, and was seconded by Legislator Swanson. The motion was approved by a vote of 3-0.

 

APPOINTMENTS:

Youth Board:

Sioux Taylor: Chairman Delfino began by commenting that he is confident that Mrs. Taylor is aware of the issues involved with the youth of today, based on her impressive resume, and her experience as Commissioner of the Mt. Vernon Recreation Department, from which she recently retired, as well as her past experience as Executive Director of the Mt. Vernon Youth Bureau. Mrs. Taylor spoke of how she became involved with the Youth Bureau, after running for City Council and losing, Tom Sharp who was the Mayor and he asked if she wanted to do something else. She was originally politically funded, then she took a civil service test and passed it. She felt comfortable there, they were some of the best jobs she ever had. Chairman Delfino asked how she got involved with the County Youth Board. Mrs. Taylor responded that Ann Boyer called her when she heard that she retired. It just seemed to fit, it was the right time, and right place. She has attended a teen pregnancy committee meeting. Chairman Delfino stated he was glad that Mrs. Taylor is taking the time to be involved. Legislator Swanson agreed and stated that the youth of this County deserves someone like Mrs. Taylor. Legislator Young interjected that Mrs. Taylor has not just done service for the youths in Mt. Vernon but through out the County. She has worked very closely with our Youth Board through the years to get money into Mt. Vernon, not just for the Mt. Vernon Recreation Department but

activities that were branched out into satellite programs with the Mt. Vernon school board as well as the boys and girls clubs of Mt. Vernon. He does not feel that they could find a better person to serve on the Youth Board.

 

On Motion of Legislator Young, seconded by Legislator Swanson, the motion to approve the Resolution confirming the appointment of Sioux Nicholas Taylor as a member of the Youth Board was carried by a vote of 3-0.

 

Citizens Consumer Advisory Council: (CCAC)

Anthony Grasso: Mr. Grasso does volunteer work for the County, every Thursday, in Peekskill, working primarily with Senior Citizens, or whoever comes in that has a problem with Medicare, and Medicaid insurance problems. He tries to break the red tape that is involved, between companies and government and things of that nature. The director there, had the Chairman of this Council up to speak to some seniors, and he mentioned to her that he had very little representation in the northern part of the County. He asked if she knew anyone, and she recommended Mr. Grasso. Mr. Grasso was sworn in back in February, but there have been no meetings to attend. Chairman Delfino mentioned that he has heard that before, about the CCAC. He does not know why they are not having meetings. Chairman Delfino stated that he would call the Director of Consumer Affairs to find out. Chairman Delfino asked Mr. Grasso what he thought he would contribute to the Council. Mr. Grasso responded that his business and financial background is an advantage. He is also very aware of the issues, such as consumer fraud.

 

On motion of Legislator Swanson, seconded by Legislator Young, the motion to approve the Resolution confirming the appointment of Anthony Grasso as a member of the Citizens Consumer Advisory Council was carried by a vote of 3-0.

Fire Advisory Board:

Charles Graven: Chairman Delfino inquired as to how Mr. Graven

got involved with the Fire Advisory Board. Mr. Graven explained that

he retired as a professional fire fighter. He was involved as a volunteer in Verplanck. He was involved in one of the annual inspections, and they introduced the Commissioners. He asked what the Commissioners do, he was told they oversee the budget for the department, general overseeing of the departments financial functions. He ran for Commissioner, and was elected. He started attending the District meetings. They saw he was conscientious and they needed a representative for the Northern Counties, so the president of the organization, and the secretary asked if he wanted to be involved on the County Fire Advisory Board. He gladly accepted, so they submitted his name to the County. Chairman Delfino stated that Mr. Graven should be very pleased because that group is very selective in who they recommend. Chairman Delfino went on to state that they need to close the gap between the paid and volunteer fire fighters. He thinks it is helpful that Mr. Graven has been on both sides, paid and volunteer. Legislator Young inquired as to how the appointment in New Rochelle came about. Mr. Graven stated that he was born and raised in New Rochelle. He was in the service, and his brother was a policeman for the City of New Rochelle. When he got out of the service his brother informed him they were giving a fire department test. He took the test and a year later he was appointed. He has been attending meetings and finds them informative and interesting.

 

On motion of Legislator Young, seconded by Chairman Delfino, the motion to approve the Resolution confirming the appointment of Commissioner Charles Graven as a member of the Fire Advisory Board was carried by a vote of 3-0.

 

Legislator Young motioned to adjourn the meeting at 9:45 a.m., and was seconded by Chairman Delfino. The motion was carried by a vote of 3-0.
