Chairman Delfino called the meeting to order at 9:15.

 

Legislator Swanson motioned to approve the minutes of July 14, 1997, and was seconded by Chairman Delfino. The motion was carried by a vote of 3-0.

 

Legislator Swanson motioned to approve the minutes of July 21, 1997, and was seconded by Chairman Delfino. The motion was carried by a vote of 3-0.

 

APPOINTMENTS:

 

Planning Board:

John Pasquerella: Chairman Delfino stated that this is a Board that is very important to Westchester County. Chairman Delfino went on to say that he felt Mr. Pasquerella’s background, being not only a professional in the industry of labor but also as a former elected official is an asset to this Board. Chairman Delfino brought up the issue of open spaces, which will always be an issue in the County. We try to save some passive land for the future, particularly for the youth’s of this County, for recreation. However, Chairman Delfino stated that he has a deep concern about taking everything off the books and making it passive. He asked Mr. Pasquerella his feelings on that. Mr. Pasquerella responded that it depends on the individual parcels and what communities are going to be effected by it, what is the tax burden going to be, how is it going to effect the local municipalities. There are a lot of factors that come into play. Chairman Delfino asked if he had

attended any meetings. Mr. Pasquerella mentioned that he was sworn in back in February and has been attending meetings since then. Mr. Pasquerella went on to say that the Board is a hard working Board. He is pleased with the opportunity to see some of the County facilities that he had never seen before. It is important to him to stay involved with what’s going on in community living.

 

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the appointment of John Pasquerella was carried by a vote of 3-0.

 

Prequalification Board:

William Hayduk: Chairman Delfino asked Mr. Hayduk for some background on how he got involved with the Prequalification Board. Mr. Hayduk explained that he got a call from Sal Celona who was the President of the Westchester Professional Engineering Society, he asked Mr. Hayduk if he would care to serve on the Board. Mr. Hayduk went on to say that for a time he was temporary chief engineer when he worked with the County. At that time he attended some of the meetings of the Prequalification Board. He is familiar with what the Board is doing. He also wanted to do it as a means of public service. Chairman Delfino mentioned that the Prequalification Board has been a concern of many members of the Board of Legislators. He inquired as to how you get on a prequalification list. Mr. Hayduk explained the process. Any consultant can submit a resume, indicating their areas of expertise, to the Department of Public Works, where they are kept on file. When a project comes up, they go through the resumes that pertain to that particular field, and the Prequalification Board reviews the list. Based on the size of the project, the size of the firm, the number of people they might have, they would select a large number of firms, that they feel would be qualified to handle the project. Then that list would be turned over to Public Works, and A&C selects three firms to make presentations to the Commissioner of the Departments for whom the work is being done, the Commissioner of Public Works and the County Executive is represented there as well. Delfino stated that the number of contractors outside the County who

are given contracts has always concerned him. When someone is a contractor in the County of Westchester they will hire their personnel here, they will buy their supplies here.

 

On motion of Chairman Delfino, seconded by Legislator Swanson, the motion to approve the Resolution confirming the appointment of William Hayduk as a member of the Prequalification Board was carried by a vote of 3-0.

 

Community Service Board:

Lois Brechner: Chairman Delfino asked Ms. Brechner how she got involved with the Community Service Board. Ms. Brechner stated that she was nominated by the OMRGD part of the Department of Community Mental Health. She got involved by working with people with disabilities and mental illness. She can contribute her knowledge of the field especially the vocational aspects. She has a knowledge of what the needs of the community are in all areas. She feels she can provide a common sense knowledgeable approach to what she sees on a daily basis.

 

On motion of Legislator Young, seconded by Legislator Swanson, the motion to approve the Resolution confirming the appointment of Lois Brechner to the Community Service Board was carried by a vote of 3-0.

 

Hassan Dinakar, M.D.: Chairman Delfino asked Dr. Dinakar to give some background on himself and how his position would contribute to this Board. He is a certified Psychiatrist, and Neurologist. He is the Medical Director of the Rockland/Middletown Prepaid plan and Deputy Clinical Director (outpatient Services) of the Rockland/Middletown Psychiatric Centers and the Attending Psychiatrist at the Westchester County Medical Center. There was a brief discussion on mental health and managed care.

On motion of Legislator Swanson, seconded by Legislator Young, the motion to approve the Resolution confirming the appointment of Hassan Dinakar, M.D. to the Community Service Board was carried by a vote of 3-0.

 

REAPPOINTMENTS:

Traffic Safety Board:

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the re-appointment of Louis D’Aliso as a member of the Traffic Safety Board was carried by a vote of 3-0.

 

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the re-appointment of Anthony Landi as a member of the Traffic Safety Board was carried by a vote of 3-0.

 

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the re-appointment of Kathleen M. Kane as a member of the Traffic Safety Board was carried by a vote of 3-0.

 

Tax Commission:

On motion of Legislator Swanson, seconded by Legislator Young the motion to approve the Resolution confirming the re-appointment of Vincent Rippa as a member of the Tax Commission was carried by a vote of 3-0.

 

RECEIVE & FILE:

On motion of Legislator Swanson, seconded by Legislator Young the motion to receive and file the Designation of Deputies for the District Attorney’s Office was carried by a vote of 3-0.

On motion of Legislator Swanson, seconded by Chairman Delfino the motion to receive and file the letter requesting that the COD Committee investigate whether public funds were used to promote the County Executive’s personal and political agenda was carried by a vote of 3-0.

 

Chairman Delfino stated that he will ask the Majority Leader and the Minority Leader again to please discuss within their caucus’ the appointment of Susan Eggington as Commissioner of General Services. He feels that if there is not support for her at this time, he does not want it to go to the floor and see it defeated. He would rather have it come out of the caucus’.

 

Chairman Delfino motioned to adjourn the meeting at 10:10 a.m. and was seconded by Legislator Swanson. The motion was carried by a vote of 3-0.
