Chairman Delfino called the meeting to order at 9:13 a.m.

 

APPOINTMENTS: Refuse Disposal District Advisory Board

 

George Mottarella: Chairman Delfino asked Mr. Mottarella how he got involved in the Refuse Disposal District. Mr. Mottarella responded that he is involved in anything to do with solid waste. He went on to give the Committee some of his background. He is in his 27th year of public service. In 1977 he put together one of the first contracts of solid waste disposal in New Rochelle. He was Highway Superintendent in the City of New Rochelle, he is an engineer, and is currently Director of Public Works. He is very involved in local municipalities solid waste efforts. Chairman Delfino inquired as to where Mr. Mottarella saw any potential problems with solid waste. Mr. Mottarella stated that in order to meet their state mandated goals, they have to do something with the green waste. Right now it goes in with the garbage, it needs to be separated, and recycled. A compost needs to be set up. Chairman Delfino remarked that green waste is a very interesting subject. He then asked Mr. Mottarella where he felt was a good location to set up a compost. There is a lot of debate about that. Mr. Mottarella stated that when you start talking green waste, you have odor problems. Mr. Mottarella does not believe that it can be located anywhere in the lower end of the County. Mrs. Swanson asked if Mr. Mottarella has attended any meetings yet, and his response was yes. Chairman Delfino explained the process to Mr. Mottarella. By Charter the County Executive appoints the members of the Refuse Disposal District Advisory Board subject to confirmation by the full Board of

Legislators based on the recommendation of the Committee on County Officers and Departments.

 

On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the appointment of George Mottarella to the Refuse Disposal District Advisory Board was carried by a vote of 4-0.

 

Peter Bonhag: Chairman Delfino asked Mr. Bonhag to give the Committee some background. Mr. Bonhag explained that they run their own compost sight off of California Road, behind the stables. They pick up and collect, and they take from Tuckahoe and Bronxville. They open it up to gardeners as long as they have the available sight space. They recycle all their leaves and green waste. They collect about 20,000 yards of leaves every fall. They make it available to the gardeners at a cost, to residents free of charge, in June/July. By August the sight is 100% cleaned out. Chairman Delfino stated that it was very encouraging that both interviewees were stressing the compost issue. It is an issue that should be addressed. It is a very controversial issue. Chairman Delfino went on to explain the process of confirming his appointment to the Refuse Disposal District Advisory Board.

 

On motion of Legislator Spreckman, seconded by Legislator Swanson, the motion to approve the Resolution confirming the appointment of Peter Bonhag was carried by a vote of 4-0.

 

RE-APPOINTMENTS:

 

The Committee reviewed the profile of each Board/Commission before voting on all of the re-appointment, in order to confirm that each individual met the requirements.

Professional Prequalification Board:

 

Lowell J. Tooley: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Lowell J. Tooley to the Professional Prequalification Board (PPB) was carried by a vote of 4-0.

 

Noel Shaw: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Noel Shaw to the PPB was carried by a vote of 4-0.

 

Richard Lepre: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Richard Lepre to the PPB was carried by a vote of 4-0.

 

Deferred Compensation Board:

 

Joseph C. Morreale, Ph.D: On motion of Legislator Swanson , seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Joseph C. Morreale, Ph.D. to the Deferred Compensation Board was carried by a vote of 4-0.

 

Planning Board:

 

Jeanne Richman: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Jeanne Richman to the Planning Board was carried by a vote of 4-0.

Board of Ethics:

 

M. Linda Martin, Esq.: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of M. Linda Martin, Esq. to the Board of Ethics (BOE) was carried by of vote of 4-0.

 

Angelo J. Rubino: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Angelo J. Rubino to the BOE was carried by a vote of 4-0.

 

Lawrence B. Eichler: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Lawrence B. Eichler to the BOE was carried by a vote of 4-0.

 

Paris V. Matroddi: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Paris V. Matroddi to the BOE was carried by a vote of 4-0.

 

Women’s Advisory Board:

 

Leslie Stein: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Leslie Stein to the Women’s Advisory Board (WAB) was carried by a vote of 4-0.

 

Phyllis Hyacinthe: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Phyllis Hyacinthe to the WAB was carried by a vote of 4-0.

Sheila Zive: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Sheila Zive to the WAB was carried by a vote of 4-0.

 

Cecile Singer: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of Cecile Singer to the WAB was carried by a vote of 4-0.

 

Youth Board:

 

John Rivera: On motion of Legislator Spreckman, seconded by Legislator Donovan, the motion to approve the Resolution confirming the re-appointment of John Rivera to the Youth Board was carried by a vote of 4-0.

 

William Shands: On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the re-appointment of William Shands to the Youth Board was carried by a vote of 4-0.

 

Tax Commission:

 

Vincent R. Rippa: There were some questions on the Tax Commission, so the vote on the Resolution to re-appoint Vincent R. Rippa, Esq. will be held. The Committee would like to bring him in to speak with him in person before voting.

 

Parks, Recreation and Conservation Board:

 

George Ilse: On motion of Legislator Spreckman, seconded by Legislator Swanson, the motion to approve the Resolution confirming the re-appointment of George Ilse to the Parks, Recreation and Conservation Board was carried by a vote of 4-0.

Citizens Consumer Advisory Council:

 

Mark Herrmann: On motion of Legislator Spreckman, seconded by Legislator Swanson, the motion to approve the Resolution confirming the re-appointment of Mark Herrmann to the Citizens Consumer Advisory Council was carried by a vote of 4-0.

 

MINUTES:

Legislator Spreckman motioned to approve the minutes of June 23, 1997, and was seconded by Legislator Swanson. The motion was carried by a vote of 4-0.

 

Chairman Delfino stated that he hoped to have a meeting with Marilyn Slaatten this week regarding her comments on the eighth draft of the Code of Ethics.

 

Legislator Swanson motioned to adjourn the meeting at 9:55 a.m. and was seconded by Legislator Spreckman. The motion was carried by a vote of 4-0.
