COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES OF MARCH 3, 1997

Chairman Delfino called the meeting to order at 9:12 A.M. Legislator Donovan motioned to approve the minutes of February 10, 1997, and was seconded by Legislator Delfino. The motion was approved by a vote of 3-0.
After each interview Chairman Delfino explained the process. The County Executive appoints the members of the Youth Board/Community Service Board and by charter the COD committee must confirm the appointment. The resolution then must go before the full Board of Legislators at the next meeting, and is approved based on the recommendation of the COD Committee.
Chairman Delfino asked Bart Dinardo how he became involved with the Youth Board.
Bart responded that he was involved with Youth organizations in Mt. Vernon and Rye and wanted to be more involved on the County level. He expressed an interest in the Youth Board when speaking with Mr. Dean Reben who then asked him to submit a resume.
Chairman Delfino asked what he would bring to the Youth Board.
Bart explained that he has worked with delinquent kids and good kids, he coaches high school basketball and baseball. He can give the board a different spin off as to what the kids would like to see as far as programs. He taught the DARE program for five years. We need to start education at an early age.
Legislator Swanson interjected that she was very glad to see someone with a criminal justice background involved in this group.
Legislator Donovan pointed out that years ago the police were walking the beat instead of being in patrol cars. They were more approachable, the members of the community; the youths were on a first name basis with the officers.
Bart believes that the police should be approachable, and that is something he is trying to accomplish.
Legislator Swanson motioned to approve Bart Dinardo as a member of the Youth Board and was seconded by Legislator Donovan. The motion was approve by a vote of 3-0.
Chairman Delfino asked Jacqueline Dixon how she became involved with the Community Service Board.

Jacqueline explained that she was a parent in her daughters support group, Family Ties, and they asked her to be on the board.
Chairman Delfino asked her what her contribution would be.
Jacqueline feels knowledge gives you power. There are many support groups. She needs to empower herself with the knowledge of all the support groups so she can help people get the help they need. She went on to explain that the members that work for Family Ties are parents with children who have special needs. They tell people where to go to get the help they need.
Legislator Swanson motioned to approve Jacqueline Dixon as a member of the Community Service Board, and was seconded by Legislator Donovan. The motion was approved by a vote of 3-0.
Chairman Delfino asked Beverly Gaughran-Simpson how she became involved with the Youth Board.
Beverly responded that when you do good work, everyone wants you to do even more. Cheryl Chasin approached her and asked her for her resume, because she is really an advocate for the youth.
Chairman Delfino acknowledged that she speaks Spanish and asked if she is involved with the Hispanic community.
Beverly explained that she basically uses it in her day to day work.
Chairman Delfino stated that it must be an advantage being bi-lingual. He commented that he knows that her tremendous education and background would obviously be her contribution to the Youth Board.
Legislator Swanson motioned to approve Beverly Gaughran-Simpson as a member of the Youth Board, and was seconded by Legislator Donovan. The motion was approved by a vote of 3-0.
Chairman Delfino asked Laura Gordon, a high school senior, how she became involved with the Youth Board.

Laura explained that upon visiting her mother at work two years ago, she met a co-worker who was involved with the Youth Board. It sounded very interesting to her, and submitted a resume.
Legislator Donovan asked Laura about the extra curricular activities with which she is involved.
Laura responded that she is President of SADD (Students against Drunk Driving), she is on Varsity Fencing, Head of a Drug & Alcohol Abuse Committee, and in Student Government.
Chairman Delfino asked how she became involved with SADD.
Laura stated that she had a friend that was in a drunk driving accident.
Legislator Swanson motioned to approve Laura Gordon as a member of the Youth Board and was seconded by Legislator Donovan. The motion was approved by a vote of 3-0.
On motion of Legislator Donovan and seconded by Legislator Swanson the resolution for Recognition of Distinguished Service for Gordon W. Burrows was approved by a vote of 3-0.
On motion of Legislator Donovan, seconded by Legislator Swanson the meeting was adjourned at 9:56 A.M. |
