COMMITTEE ON COUNTY OFFICERS AND DEPARTMENTS MINUTES MARCH 24, 1997 9:00 A.M.

Chairman Delfino called the meeting to order at 9:20 a.m.
Domestic Violence Council interview:
Chairman Delfino explained the process to Dianna Dudley Viner. The County Executive appoints the members of the Domestic Violence Council (DVC) and by charter the Committee on County Officers & Departments (COD) must confirm the appointment. The resolution then must go before the full Board of Legislators at the next Board meeting, and would be approved based on the recommendation of the COD committee.
Dianna Dudley Viner:
Chairman Delfino commented that her current position, Owner/Manager of Belle Forma Locations Ltd., an agency which provides locations for TV, movie and print productions, seemed like a very interesting profession. Chairman Delfino then asked if she worked with the County. She said she did not but she does keep up to date in each jurisdiction in the County. She is very sensitive to the needs of each neighborhood. She minimizes production overkill. Chairman Delfino inquired as to how she got involved in the DVC. Dianna stated that Amy Poland, formerly with the League of Women Voters and Charlotte Watson got her involved. They felt she could make a contribution because of the work she did a few years ago. She had 120 volunteers observe the court system, as it related to domestic violence in family court. They put together a questionnaire to find what changes should be made. Chairman Delfino asked what she could bring to the DVC. Dianna responded that as Chair of the New York State Public Affairs they lend their voice to try and get COMMITTEE ON COUNTY OFFICERS & DEPARTMENTS MINUTES OF MARCH 24, 1997 PAGE 2
certain bills passed with regard to domestic violence. She feels she has insight and sensitivity to allow for thought when it comes to certain issues. Also through working with Judge Scancarelli on the subcommittee she has really gained knowledge. She thinks it is also very helpful that she does not do this work professionally so she has a different insight. Chairman Delfino asked how she thought the DVC was going. Dianna responded that it was slow going but through the Subcommittees she feels some progress is being made. It was difficult to get use to because she is use to getting things done.
On motion of Legislator Swanson, seconded by Legislator Spreckman, the motion to approve the Resolution confirming the appointment of Dianna Dudley Viner to the Domestic Violence Council was carried by a vote of 4-0.
Chairman Delfino passed out a copy of a response letter he received from Jamie Hastings regarding the Westchester County Courthouse Selection Committee. The COD committee reviewed it. Chairman Delfino stated that he would send it to Budget, he felt they should be aware of it.
Legislator Swanson inquired if we had found out about the residence requirement for Trevor Franklin and the Taxi and Limo Commission. Chairman Delfino explained that Mr. Franklin is sending a letter explaining why he is currently living outside Westchester County and that he will soon be returning to Westchester.
REAPPOINTMENT:
On motion of Legislator Spreckman, seconded by Legislator Young, the motion to approve the Resolution confirming the reappointment of Dean H. Reben to the Youth Board was carried by a vote of 4-0.
On motion of Legislator Spreckman, seconded by Legislator Young the meeting was adjourned at 9:37. The motion was carried by a vote of 5-0. |
